RESOLUTION HONORING AND COMMENDING

MICHAEL J. STAUFFER

UPON HIS RETIREMENT FROM THE COUNTY OF SAN MATEO

* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * *

WHEREAS, MICHAEL J. STAUFFER began his career in 1968 as a Seasonal Group Supervisor at Hillcrest and accepted a full time, permanent position as a Group Supervisor in 1973, and was one of the first two males allowed to work in the Girls Unit, and worked with the Union to offer part-time work to employees, thereby establishing permanent, part-time positions with benefits. He was promoted in 1975 to Assistant Probation Officer, responsible for a caseload of 80-110 youthful offenders including drug diversion and mental health cases; and

   

WHEREAS, in 1979, MICHAEL J. STAUFFER was rehired as an Assistant Probation Officer and organized the Squires Program, a collaboration with San Quentin prison to deter youth at Camp Glenwood from further criminal activity, worked in the Juvenile and Adult Divisions and was assigned the first drug/gang caseload in the Adult Division. In 1990, he was promoted to Probation Services Manager and created or assisted in the creation of several programs, many of which are in operation today. He oversaw the newly created Women’s Alternative Program (now known as the Bridges Program) and assisted in the creation and implementation of key Department policies and procedures such as the Job Analysis/Essential Functions Standards for Officers, the Background Investigation Unit, and the Officer Safety Manual. Beginning in January 1998, he acted as provisional Deputy Chief Probation Officer for Juvenile Services prior to permanent promotion in January 1999. He served in this capacity for over 10 years, until presiding as Deputy Chief of Adult Services from March 2009 until his retirement on September 29, 2009, and has played an integral role in the recruitment, interview, and promotion of the majority of the Department’s current officers and managers; and

   

WHEREAS, MICHAEL J. STAUFFER was the co-recipient of the 1990 Don Helbush Award (with probation officer Bob Perrin) for his outstanding collaboration with local law enforcement agencies to combat the escalation of drug crime in East Palo Alto, and a recipient of the 2002 Departmental Deputy Chief of the Year Award for his passion for probation, dedication and loyalty to the department, and commitment to professionalism; and

   

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of San Mateo, State of California, on October 1, 2009, hereby commends MICHAEL J. STAUFFER for his leadership and passionate commitment to public service and the San Mateo County community, and wishes him all the best in his future endeavors.
