Appointments to: San Mateo County Pre-Hospital Emergency Services Providers Group Joint Powers Board, California High Speed Rail Authority’s "Policymaker Working Group” and Vehicle Theft Task Force’s Executive Committee

 

RECOMMENDATION:

Appoint Supervisor Carole Groom as the County’s representative and Supervisor Adrienne Tissier as the alternate to the San Mateo County Pre-Hospital Emergency Services Providers Group Joint Powers Board; Appoint Supervisor Carole Groom to the California High Speed Rail Authority’s "Policymaker Working Group”, and appoint Supervisor Mark Church to the Vehicle Theft Task Force’s Executive Committee.

 

BACKGROUND:

 

The San Mateo County Pre-Hospital Emergency Services Providers Group Joint Powers Authority consists of eleven cities and six fire protection districts, which provides paramedic first responder services throughout the County. San Mateo County, through County Fire, is a member of the JPA. The Governing Board of the JPA is made up of one elected representative and one alternate from each governing body.

 

The California High Speed Rail Authority is creating a "Policymaker Working Group" composed of elected officials from 22 cities, San Mateo County, Santa Clara County, and the City and County of San Francisco to provide policy-level input. The Executive Director of the Authority requested that a member of our Board be appointed to this work group.

 

The Vehicle Theft Task Force VTTF has an Executive Committee, which is comprised of five members: the District Attorney, the Sheriff, a Police Chief, a Commander from the California Highway Patrol and a member of the Board of Supervisors. The Executive Committee reviews task force operations and provides guidance and input.

 

DISCUSSION:

Based upon experience and interest, I recommend that: (1) Supervisor Carole Groom be appointed as the County’s representative and Supervisor Adrienne Tissier the alternate to the Governing Board of the San Mateo Pre-Hospital Emergency Services Providers Group Joint Powers Authority; (2) Supervisor Carole Groom be appointed as the County’s representative to the California High Speed Rail Authority’s "Policymaker Working Group"; and (3) Supervisor Mark Church to the Vehicle Theft Task Force VTTF Executive Committee
