Amendment to the Agreement with Pyramid Alternatives

 

RECOMMENDATION:

Adopt a Resolution:

1) Authorizing the President of the Board to execute an Amendment to the Agreement with Pyramid Alternatives for the provision of mental health services, increasing the maximum obligation by $37,418 to a new maximum of $187,418 with no change to the term of February 15, 2008 through June 30, 2010; and

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

Pyramid Alternatives (PA) has a thirty-year history of providing mental health and substance abuse treatment in San Mateo County. Through a range of established programs, PA has demonstrated a commitment to providing intermittent or short term interventions to diverse and multicultural adults, older adults, and children and youth, many of whom have co-occurring mental health and substance abuse issues. The strength-based services PA offers will give the County the ability to better support and advance client recovery from alcohol and other drug abuse. On February 26, 2008, your Board authorized Resolution 069284 approving these services.

 

DISCUSSION:

Services for older adult mentally ill clients have been limited due to the lack of providers qualified and interested in serving this population. PA has experience providing supportive group services to older adults in senior centers located in the northern region of San Mateo County. Behavioral Health and Recovery Services (BHRS) is recommending this Amendment in order to expand the older adult system of services by using the groups provided by PA to establish a continuum of care. PA has the capacity to provide services in Spanish, a threshold language, and offers the ability to collaborate with multidisciplinary teams in order to coordinate treatment for older adults. Utilizing the supportive senior groups will allow BHRS to refer clients who are beneficiaries of Medi-Cal and the Health Plan of San Mateo’s CareAdvantage program. Services will continue to be provided throughout northern San Mateo County. The amendment is effective October 1, 2009. The term of the Agreement remains February 15, 2008 through June 30, 2010.

 

The Amendment to the Agreement and the Resolution has been reviewed and approved by County Counsel. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approval of this Amendment to the Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by enabling the County to increase mental health services to the underserved older adult population, as well as offering those services in a threshold language. It is anticipated that 87% of clients will be maintained at current or lower level of care.

FISCAL IMPACT:

The term of the Agreement remains February 15, 2008 through June 30, 2010, for a maximum obligation of $187,418. Of the maximum amount, $15,000 will be funded through Medicare, $67,500 will be funded through Federal Medi-Cal, and $67,500 will be funded through State Medi-Cal funds. For FY 2009-10, $37,418 will be funded through the SAMHSA Grant. There is no Net County Cost. Funds for this Agreement are included in the BHRS FY 2008-09 Adopted Budget.
