October 2009 Update on American Recovery and Reinvestment Act of 2009 Funding to San Mateo County

 
 
 

RECOMMENDATION:

Accept this monthly report on the American Recovery and Reinvestment Act of 2009.

 

BACKGROUND:

The federal economic stimulus package—titled the American Recovery and Reinvestment Act of 2009 (ARRA)—commits a total of $787 billion to stimulate the economy nationwide by providing $330 billion in aid to the states, $170 billion for various federal projects and assistance for other non-state programs, and $287 billion for tax relief. The two overriding goals of ARRA are that expenditures are transparent and have long-term economic impact. On May 19, 2009, your Board authorized the County Manager to execute, process and submit any and all documents required for the County to receive stimulus funds and to provide monthly progress reports.

 

DISCUSSION:

This is the fourth monthly report to update you on ARRA funding in San Mateo County. The County has received approximately $2.95 million in stimulus funds in the past month.

    The awarding of $2.95 million in Energy Efficiency and Conservation Block Grants (EECBG) funds by the U.S. Department of Energy to the County. These federal funds are intended to help state and local governments in implementing strategies to reduce fossil fuel emissions and reduce energy consumption. Approximately $2.1 million of the funds have been allocated to conduct an Energy Efficiency Analysis and Upgrade Program for County facilities and $500,000 to launch a Countywide home energy efficiency program. Both programs will be managed by the Public Works Department. An additional $350,000 has been allocated for a County General Plan Conservation Element Update and County Climate Action Plan, which will be managed by the Planning and Building Department.

    The roll out in mid-November of elements of the Temporary Assistance for Needy Families (TANF) Emergency Contingency Funds (ECF) program by the Human Services Agency. Under the name SMC Works, HSA will use TANF-ECF funding to provide subsidized employment services to unemployed County residents. These services include: wage subsidies, benefits, payroll costs, placement costs, worksite development, and supervision and training. The new SMC Works website (www.smchsa.org/smcworks) will provide prospective employers with information about the regional benefits of the program and residents with information on how they can access services.

FISCAL IMPACT:

The County anticipates receiving an estimated $33.63 million in Federal stimulus funds. In FY 2008-09 $6.67 million was awarded to the County. An additional $5.68 million has been awarded in FY 2009-10 with an outstanding balance of approximately $21.28 million.
