Honorable Board of Supervisors

FROM:

Board President Mark Church

SUBJECT:

Approval of Amendment to Pacific Gas and Electric Company Grant Agreement For Fluorescent Lamp Recycling Program

RECOMMENDATION:

Adopt a resolution:

A.)

Authorizing the President of the Board to execute an amendment to the grant agreement with Pacific Gas and Electric Company for a Fluorescent Lamp Recycling Program extending the term through December 31, 2010 and increasing the amount by $40,000 to a new total of $90,000.

B.)

Authorizing the Chief of the Health System or the Chief’s designee to execute minor amendments to the agreement.

BACKGROUND:

AB 1109, enacted in 2007, established the “California Lighting Efficiency and Toxics Reduction Act” and called for the proper collection and recycling of end-of-life general purpose lights generated in this state as well as educating consumers about proper management and recycling of lights. Pacific Gas and Electric Company received authority from the California Public Utilities Commission to work with San Mateo County on a pilot Fluorescent Lamp Recycling Program.

DISCUSSION:

In October 2008, the Pacific Gas and Electric Company gave the County a $50,000 grant for a Fluorescent Lamp Recycling Program. Under the Fluorescent Lamp Recycling Program, the County’s Environmental Health Division continues to partner with Pacific Gas and Electric Company in developing and implementing a public awareness advertising campaign which also promotes collection opportunities for residential customers.

PG&E has offered to extend the grant another year and to add $40,000 to the grant. The grant agreement provides funding for recycling materials and education and outreach expenses. The Agreement has been reviewed and approved by County Counsel.

FISCAL IMPACT:

Acceptance of the grant would increase the general fund by $90,000.
