Agreement with Family Service Agency

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board to execute an Agreement with Family Service Agency for the County to provide professional catering services from July 1, 2009 through June 30, 2012, in an amount not to exceed $301,530; and

   

2.

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions

 

BACKGROUND:

Since 1990 the Food and Nutrition Division of Family Health Services has provided meal and snack services to various child care and senior centers throughout the community. The meal program focuses on providing healthy and nutritious meals which are low in fat and sodium. The meals include an ethnic variety designed to reflect the diverse populations within San Mateo County.

 

For many children, these meals may be their main meal of the day. This program has become a model among pre-school and child care providers in San Mateo County due to its diversity in menu and commitment to nutritional value.

 

DISCUSSION:

In 2008 San Mateo Medical Center (SMMC) was assigned to administer the Agreement between the County and Family Service Agency (FSA). The service has been expanded to include the following FSA participating locations: Leo J. Ryan Child Development Center, Plaza Child Development Center, Community Infant Toddler Center, Redwood City Child Development Center, Haven Child Development Center, and Early Learning Child Development Center. The rates contained in this Agreement are for Medi-Cal, Healthy Families, Healthy Kids, and for the uninsured for whom the County has assumed responsibility.

 

This Agreement was delayed in submission due to the ongoing negotiations of rate increases per fiscal year.

 

Risk Management has reviewed and approved this Agreement. County Counsel has reviewed and approved this Resolution and Agreement as to form.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing healthy and nutritious meals to children throughout San Mateo County. The successful delivery of meals provided by this program is an indicator of the County’s Healthy Community vision by promoting good health and prevention of childhood obesity.

FISCAL IMPACT:

The term of the Agreement is July 1, 2009 through June 30, 2012. The maximum amount of the Agreement is $301,530. Cost per meal shall be $3.40 for FY 2009-10; $3.50 for FY 2010-11; and $3.60 for FY 2011-12. Costs were increased by three percent for each year due to increasing costs in labor and food supplies. Total amount per contract was based on prior year volume and serves as a minimum possible to be billed. Actual revenue received will depend on the number of meals ordered and subsequently invoiced. Funds for these services have been included in the SMMC FY 2009-10 Adopted Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s general Fund contribution to SMMC.
