SUBJECT:

Amendment Two to the Agreement with Asian American Recovery Services, Inc.

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment Two to the Agreement with Asian American Recovery Services Inc. for school-based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County, mental health services authorized by the mental health plan, mental health outreach and engagement services for north San Mateo County, tobacco retail licensing policy education services, and youth access to the tobacco policy education campaign increasing the Agreement maximum by $18,750 from $853,739 to a new maximum of $872,489.

 

BACKGROUND:

On June 24, 2008, the County entered into an Agreement with Asian American Recovery Services Inc. for the purpose of providing school-based mental health services to seriously emotionally disturbed students at middle schools in San Mateo County, mental health services authorized by the mental health plan, and mental health outreach and engagement services for north San Mateo County for the term of July 1, 2008 through June 30, 2010, for a maximum obligation of $828,739.

 

On January 13, 2009, the Agreement was amended to add tobacco retail licensing policy education services for the period of October 1, 2008 through September 30, 2009, and increased the maximum obligation by $25,000 for a new maximum obligation of $853,739.

 

DISCUSSION:

This Amendment adds youth access to the tobacco policy education campaign for the period October 1, 2009 to June 30, 2010, and increases the maximum obligation by $18,750 from $853,739 to $872,489. This Amendment is necessary so the Contractor can continue to engage youth in San Mateo County in education about the problem of youth tobacco access and involve them in policy changes.

 

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The Amendment to the Agreement and the Resolution have been reviewed by County Counsel as to form.

 

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by engaging San Mateo County youth in the process of influencing positive tobacco-related education and policy changes in their communities. It is anticipated that 70% of youth participants will report success in civic engagement and impacting policy change in the community.

FISCAL IMPACT:

The term of the amended Agreement is July 1, 2008 through June 30, 2010. The maximum obligation is increased by $18,750 from $853,739 to a new maximum obligation of $872,489. Funding for the Amendment to the Agreement is included in the Community Health FY 2009-10 Adopted Budget. The funding sources for the increase are the Tobacco Tax and Tobacco Settlement funds. There is no Net County Cost associated with this Amendment.
