SUBJECT:

Authorizing the President of the Board to execute an Agreement with Shelter Network in the amount of $163,000 for Shelter Operations for the term of July 1, 2009 through June 30, 2010

 

RECOMMENDATION:

Adopt a Resolution:

    1. Authorizing the President of the Board to execute an Agreement with Shelter Network in the amount of $163,000 for Shelter Operations for the term of July 1, 2009 through June 30, 2010; and

 

    2. Authorizing the Director of the Department of Housing or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In May 2009 the Board approved the FY 2000-10 Action Plan for CDBG, HOME, and ESG projects. The Action Plan included CDBG and ESG funding of $163,000 for Shelter Network’s shelter operating expenses.

 

DISCUSSION:

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a livable community by addressing health and safety hazards including, but not limited to, improving handicap accessibility, addressing housing code deficiencies and rehabilitating existing housing stock in San Mateo County.

Shelter Network is requesting CDBG and ESG funds for five facility based programs, which provide short-term shelter (1-60 days) and mid-term transitional housing (2-6 months) for homeless families and single adults from all parts of San Mateo County. Together these programs provide 376 shelter beds each night. The goal is to serve 1,524 individuals.
The term of this agreement is July 1, 2009 through June 30, 2010. The agreement has been reviewed and approved by County Counsel and risk Management.

The contractor has assured compliance with the County’s Contractor Employee Jury service ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

FISCAL IMPACT:

No Net County Costs are involved in this contract. The activity is funded in full by HUD (Housing & Urban Development) CDBG (Community Development Block Grant) and Emergency Shelter Grant (ESG) funds and are included in the Department of Housing’s
FY 2009-10 budget.
