SUBJECT:

First Amendment to the Agreement with Jefferson Union High School District to provide comprehensive year round and summer youth employment services

 

RECOMMENDATION:

Adopt a Resolution Authorizing the President of the Board to execute a First Amendment to the Agreement with Jefferson Union High School District (JUHSD) to provide a comprehensive year-round and Summer Youth Employment Program (SYEP). The term remains July 1, 2007 through June 30, 2010, increasing the amount by $369,590 to $1,334,444. There is no Net County Cost.

 

BACKGROUND:

On June 19, 2007 the Board of Supervisors adopted Resolution Number 068792 authorizing the execution of an Agreement with the JUHSD for the amount of $964,854 for the purpose of providing a comprehensive year-round youth program. Additionally, Resolution Number 068732 authorized the Human Services Director to execute contract amendments which were under $25,000.

 

In March 2009 the Workforce Investment Board (WIB) received funding from the American Recovery and Reinvestment Act of 2009 (ARRA) for the purpose of economic stimulus by providing youth with summer employment.

 

DISCUSSION:

This First Amendment shows a change in the funding allocation for FY 2008-09 from $321,618 to $546,618 (the amount of $225,000 transferred from FY 2009-10) to pay the Contractor for an additional 49 youth served in the comprehensive year-round youth program. Additionally this First Amendment adds the SYEP for FY 2009-10 that will serve 55 youth paid through ARRA funds in the amount of $142,798 and increases funding for the FY 2009-10 comprehensive year-round Youth employment program by $226,792 to fund services for 90 youth. The total amount of funding added to the Agreement is $369,590.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed the Amendment as to Form and Risk Management has approved the Contractor’s insurance.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing educational, vocational and support services to youth. The employment and training services provided will assist individuals in finding gainful employment and reaching self-sufficiency. For FY 2009-10 an additional 49 youth will be served in the comprehensive year-round youth program, and 55 youth in the SYEP.

FISCAL IMPACT:

The amount of this Agreement is increased by $369,590 for a total obligation of $1,334,444 and the term remains July 1, 2007 through June 30, 2010. The amended amount of $369,590 is funded $226,792 by WIA Youth Funds and $142,798 by ARRA funds and is included in the FY 2009-10 Adopted Budget. There is no Net County Cost.
