RESOLUTION OPPOSING THE STATE’S IMPLEMENTATION OF ABX 4 7 THROUGH THE CONTRACTING OUT OF A STATEWIDE ELIGIBILITY AND ENROLLMENT PROCESS FOR CALWORKS, MEDI-CAL AND SNAP.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Assembly Bill X4 7, chaptered into State law on July 28, 2009, establishes a process to shift responsibility for determining eligibility for the following programs CalWORKs, Supplemental Nutrition Assistance Program (SNAP), and Medi-Cal from public employees in each county to a single entity; and

 

WHEREAS, this process may result in a private contractor taking over human services eligibility processing in California, despite the fact that other states’ privatization attempts have failed; and

 

WHEREAS, other states’ privatization attempts have failed to deliver upon promised savings, creating windfall profits for private companies at taxpayers’ expense; and

WHEREAS, other states’ privatization attempts have resulted in declines in access to services and high error rates in processing applications, negatively impacting vulnerable clients; and

 

WHEREAS, using skilled public employees who are accountable to the communities they serve has proven to be the most effective model for social services eligibility determination.

 

NOW, THEREFORE, IT IS HEREBY RESOLVED that the Board of Supervisors oppose the State’s implementation of ABX 4 7 through the contracting out of a statewide eligibility and enrollment process for CalWORKs, Medi-Cal, and SNAP.
