RESOLUTION AUTHORIZING: (A) WAIVER OF THE REQUEST FOR PROPOSAL (RFP) PROCESS; B) THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH SENTINEL OFFENDER SERVICES (SOS), LLC TO PROVIDE ELECTRONIC MONITORING PROGRAM (EMP) SERVICES, FOR THE TERM JULY, 1, 2009 THROUGH JUNE 30, 2010, IN THE AMOUNT OF $155,000, OF WHICH, $87,100 IS NET COUNTY COST; AND C) THE CHIEF OF PROBATION OR HIS DESIGNEE IS AUTHORIZED TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement with SOS for the purpose of providing EMP Services; and

 

WHEREAS, In June 2004, EMP was developed and implemented by the Probation Department in conjunction with Sheriff’s Office to address the issue of Juvenile Hall and Jail overcrowding; and

 

WHEREAS, the Probation Department wishes to enter into an Agreement with SOS for EMP services for FY 2009-10 for the Probation Department and the Sheriff’s Office clients in the amount of $155,000 for the term July 1, 2009 through June 30, 2010; and; and

 

WHEREAS, this Board has been presented with a form of such Agreement and has examined and approved it as to both form and content and desires to enter into the same.

 

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

A) The Request for Proposal process is waived; and

B) The President of this Board of Supervisors is hereby authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signature thereto; and

C) The Chief of Probation or his designee is authorized to execute contract amendments which modify the county’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
