SUBJECT:

Grant Agreement with California Department of Public Health for the Network for a Healthy California

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute a grant Agreement with the California Department of Public Health for participation in the Network for a Healthy California, for the term of October 1, 2009 through September 30, 2012, for a maximum obligation of $719,780; and

 

2)

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

San Mateo County ranks poorly in the State on prevalence of obesity among low-income children. According to the Pediatric Nutrition Surveillance System Data for 2008, 45% of low-income children are overweight or obese. Furthermore, according to the latest California Health Interview Survey 2005, 45% of all adult residents in San Mateo County are also overweight or obese. The County Blueprint for Prevention of Childhood Obesity Get Healthy San Mateo Task Force is actively working to reduce these numbers.

 

The Network for a Healthy California (Network) is a part of a U.S. Department of Agriculture initiative which provides federal funds to promote healthy eating, physical activity, and access to nutritious foods to reduce the incidence of chronic disease in low- income communities. San Mateo County has been a grantee since 1998.

 
 
 

DISCUSSION:

The Network funding will be used to continue a nutrition education and physical activity program designed to promote the physical and psycho-social well-being of at-risk youth. Interventions include production of a low-literacy nutrition bulletin in Spanish, “Train the Trainer” workshops for health care providers to introduce nutrition education activities and engagement of community partners in communicating messages of good nutrition and the increase of physical activity.

 

Three new and innovative nutrition education classes have been launched. One meets the special nutritional needs of adult women of all ages. The other, “Spring Training,” encourages good nutrition and physical activity in teenage boys. The last, “Honoring Community Heroes,” will encourage adults to model a healthy lifestyle for the children in their community. The Network continues to participate actively in implementing parts of the San Mateo County Blueprint for Prevention of Childhood Obesity.

 

County Counsel has reviewed and approved the Resolution and Agreement as to form and content.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing funds to promote dietary changes and physical activity levels in order to reduce the risk of chronic disease in San Mateo County. It is anticipated that 90% of participants in the Network group lesson will report at least two positive dietary changes at 4 weeks follow-up. This performance target will be maintained for the term of the Agreement.

FISCAL IMPACT:

The term of the Agreement is October 1, 2009 through September 30, 2012. The total federal funds included in the Agreement are $719,780: $217,456 for FY 2009-10, $239,202 for FY 2010-11, and $263,122 for FY 2011-12. The revenue and expenditures related to this contract have been included in the Family Health FY 2009-10 Adopted Budget and will be included in future budget requests. The Net County Cost for the Network Program is $573,546 for the 3-year contract.
