Agreement with the City and County of San Francisco through its Airport Commission

 

RECOMMENDATION:

Adopt a Resolution:

Authorizing the President of the Board to execute an Agreement with the City and County of San Francisco through its Airport Commission to be the Designated Paramedic First Responder Provider for a term to run concurrently with the term of the County’s Agreement with American Medical Response West, beginning July 1, 2009, through June 30, 2014, with a five-year extension at the County’s sole option, for Countywide Emergency Ambulance Service; and

 

2)

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In March 3, 2009, your Board approved an Agreement with American Medical Response West (AMR) for the provision of county-wide emergency ambulance services, for the period of July 1, 2009 through June 30, 2014, with a five-year extension at the County’s sole option.

 

On June 23, 2009, your Board approved an Agreement with the San Mateo County Pre-Hospital Emergency Services Providers Group Joint Powers Authority to provide paramedic first responder services within their jurisdictions.

 

The San Francisco City and County Fire Department provides fire suppression and Emergency Medical Service first response services at the San Francisco International Airport. The fire department provides paramedic emergency ambulance service within the City and County of San Francisco. AMR provides emergency ambulance service to the San Francisco International Airport (SFIA) in accordance with its contract with the County of San Mateo.

 

Title 22, Division 9, Section 100168 requires an EMT-Paramedic Service Provider to have a written agreement with the local EMS agency to participate in the Advanced Life Support Program and to comply with all applicable state regulations and local policies and procedures including participation in the local EMS agency’s quality assurance system.

 

DISCUSSION:

The City and County of San Francisco will provide paramedic first response services at SFIA using paramedics employed by the San Francisco Fire Department. Medical oversight and quality assurance activities will be shared between the San Mateo County Emergency Medical Services Medical Director and the Medical Director of the City and County of San Francisco Fire Department.

 

The Agreement and Resolution have been reviewed and approved by County Counsel.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing Emergency Medical Service first response services and emergency ambulance service to the San Francisco International Airport. It is anticipated that compliance with paramedic first response time will be 96%.

FISCAL IMPACT:

The term of the contract will run concurrent with the term of the Agreement between San Mateo County and American Medical Response West, which is July 1, 2009 through June 30, 2014, with a five-year extension at the County’s sole option. Services will be provided by the City and County of San Francisco at no cost to San Mateo County nor will patients be billed for first responder services.
