SUBJECT:

Memorandum of Understanding with the Service Employees International Union Local 521

 

RECOMMENDATION:

Adopt a resolution adopting the Memorandum of Understanding with the Service Employees International Union (SEIU).

 

BACKGROUND/DISCUSSION:

The current MOU expired on October 31, 2009, and the County concluded negotiations with SEIU on October 22, 2009. The membership has ratified the County’s offer. The following summarizes the major elements in the Memorandum of Understanding.

Health Benefits

Effective April 1, 2010, the HMO plan currently provided through Aetna will be converted to an HMO plan provided through Blue Shield.

Effective April 1, 2010, the Young Adult Dependent age shall be reduced from 30 to 24.

 

Approval of this Memorandum of Understanding contributes to Shared Vision 2025 of a Prosperous Community by ensuring cost-effective compensation structures for County employees.

 

FISCAL IMPACT:

There is no additional cost associated with this agreement. During the nine months on the current fiscal year that these changes will be in effect, the County will realize a savings of approximately $236,341 ($149,498 from the Young Adult Dependent change and $86,843 from the change in providers for our HMO plan). In addition, staff will realize a combined savings of approximately $9,651 through the Aetna to Blue Shield conversion.
