Appropriation Transfer Request in the Amount of $29,689.15 from the Wunderlich Trust Fund to the Parks Acquisition and Development Budget Unit to Fund a Work Authorization from the Department of Public Works for Overlay of an Existing Asphalt Parking Lot at Wunderlich Park for the Newly Renovated Folger Stable

 

RECOMMENDATION:

Approve an Appropriation Transfer Request in the amount of $29,689.15 from the Wunderlich Trust Fund 04085 to the Parks Acquisition and Development Budget Unit (39700) to fund a Work Authorization from the Department of Public Works for the labor and materials to overlay the existing asphalt parking lot at Wunderlich Park for the newly renovated Folger Stable.

 

BACKGROUND:

The Friends of Huddart and Wunderlich through an Amended Memorandum of Understanding (“Amended MOU”) with the County, dated October 21, 2008, were given the responsibility and operational management for contract services to restore Folger Stable at Wunderlich Park with County oversight and approval. The County through the Amended MOU agreed to provide in-kind services or in-lieu funding to accomplish these services, including grading, permits and minor maintenance, in an amount not to exceed $500,000.

 

DISCUSSION:

The overlay of the existing asphalt parking lot at Wunderlich Park falls within the County’s responsibility for minor maintenance under the Amended MOU, and meets the following “Performance Measure” as the funds for this minor maintenance work are funded by outside sources, namely donations to the Wunderlich Park Trust Fund.

The project for which this transfer of funds is being requested contributes to the 2025 Shared Vision Environmentally Conscious Community outcome of environmental stewardship of natural resources as the overlay is for the entrance parking lot to Wunderlich Park and the newly restored Folger Stable. Additionally, the overlay is permeable which is environmentally preferable.

 

FISCAL IMPACT:

The Friends of Huddart and Wunderlich Parks have provided approximately $3 million for construction of the restoration project at the Folger Stable in Wunderlich Park through private fundraising and are providing another $1 million in an endowment fund for future major maintenance.

To date, the County has expended in-lieu funding of $228,135.03 from the Wunderlich Park Trust Fund for County responsible services under the Amended MOU. The Trust Fund has a current balance of $71,784.97. With approval of this Appropriation Transfer Request in the amount of $29,689.15, there will be a balance of $42,095.82 for remaining services and costs under the County portion of the Amended MOU.
