Amendment to the Agreement with Creekside Mental Health Rehabilitation Program

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with Creekside Mental Health Rehabilitation Program for the provision of mental health rehabilitation and long-term care services, increasing the maximum obligation by $147,965 to a new maximum of $887,790, with no change to the term of July 1, 2009 through June 30, 2012.

 

BACKGROUND:

Creekside Mental Health Rehabilitation Program (Creekside) is one of the few providers known to Behavioral Health and Recovery Services (BHRS) that provides special treatment for adults with both chronic mental illness and medical needs. On June 9, 2009, your Board approved an Agreement with Creekside to provide mental health rehabilitation and long-term care services for the term July 1, 2009 through June 30, 2012. Through that Agreement Creekside provides five client beds, for a maximum obligation of $739,825. Under the B-1 Administrative Memorandum, the selection of providers for these long-term locked facility services is exempt from the Request for Proposals requirement.

 

DISCUSSION:

The Agreement with Creekside is being amended to increase the number of beds from five to six. Following the completion of the original Agreement this provider offered the provision of one additional bed. BHRS needs the additional capacity for these services, and this provider is less costly than other providers of similar services. The Amendment is effective July 1, 2009. The term of the Agreement remains July 1, 2009 through June 30, 2012.

 

The Amendment has been reviewed and approved by Risk Management and the Amendment and Resolution have been approved by County Counsel. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Healthy Community through the provision of mental health rehabilitation services and long-term care treatment for seriously mentally ill San Mateo County residents. BHRS provides a range of services to consumers of mental health services in order for them to remain in the lowest possible level of care. The provision of locked facility long-term care services is one established level of care. The services provided through this amended Agreement contribute to this measure. It is anticipated that 62% of clients receiving services through this amended Agreement will be maintained at their current or a lower level of care.

FISCAL IMPACT:

The term of the amended Agreement remains July 1, 2009 through June 30, 2012. The Agreement maximum is being increased by $147,965 to a new maximum of $887,790. For FY 2009-10 the budgeted maximum is being increased by $47,450, which has been included in the BHRS FY 2009-10 Adopted Budget. Of that amount, sales tax through realignment will fund $42,705 and the Net County Cost will be $4,745. Similar arrangements will be made for FY 2010-11 and 2011-12.
