Approve an Amendment to an Agreement with Robert Shaw & Associates for Environmental Review Services

 
 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Resolution and Amendment to Agreement Number 79000-10-C084 with Robert Shaw & Associates for the provision of environmental review services, increasing the amount by $240,000 to total $315,000, extending its term through June 30, 2012, and expanding the Program/Project Description and Specific Requirements.

 

BACKGROUND:

Environmental assessments for federally funded projects are required under the Housing and Urban Development (HUD) regulations governing those programs. Following a Request for Proposals process, Robert Shaw & Associates (“Contractor”) was selected by the Department of Housing to provide Environmental Review services in compliance with such HUD regulations. The Agreement with Contractor was assigned Number 79000-10-C084, and includes a maximum total obligation of $75,000. The Agreement’s term is July 1, 2009 through June 30, 2010.

 

DISCUSSION:

The County has applied for funding under HUD's Neighborhood Stabilization Program (NSP-2). If NSP-2 funding is awarded to the County, substantial additional environment review services for these acquisition and rehabilitation projects will be required. Such additional services were not anticipated at the time the Agreement was executed. The cost of such services, in addition to environmental reviews on all sites funded with CDBG funds for Minor Home Repair Programs, such as North Peninsula Neighborhood Services Center, CID, Senior Coastsiders and Rebuilding Together Peninsula, require an increase in the maximum total obligation under the Agreement from $75,000 to $315,000, and an extension of the term of the Agreement from June 30, 2010 to June 30, 2012.

The Resolution and Amendment has been reviewed and approved by County Counsel as to form.

 

In addition, County requires certain additional tasks to be performed by Contractor under the Program/Project Description and Specific Requirements. Such tasks are in connection with updating the current County Programmatic Agreement (PA) with the California State Historic Preservation Office ("SHPO") and the Advisory Council on Historic Preservation in order to expedite the NEPA review process, in connection with the County’s pending application for funding under NSP-2.

 

VISION ALIGNMENT

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a livable community by addressing health and safety hazards including, but not limited to, improving handicap accessibility, addressing housing code deficiencies and rehabilitating existing housing stock in San Mateo County.

 

FISCAL IMPACT:

The total additional County obligation under this Amendment is $240,000 (for a total contract obligation of $315,000), which is funded by federal funds, including CDBG/HOME/ESG/NSP2. This contract amount is included in the Department of Housing Budget for FY 2009-10. There is no Net County Cost.
