RECOMMENDATION:
|
Adopt a resolution adopting the Memorandum of Understanding with the American Federation of State, County and Municipal Employees (AFSCME).
|

BACKGROUND/DISCUSSION:
|
The current MOU expired on October 31, 2009, and the County concluded negotiations with AFSCME on October 27, 2009. The membership has ratified the County’s offer. The following summarizes the major elements in the Memoranda of Understanding.

Health Benefits
Effective April 1, 2010, the HMO plan currently provided through Aetna will be converted to an HMO plan provided through Blue Shield.
Effective April 1, 2010, the Young Adult Dependant age shall be reduced from 30 to 24.

Approval of this Memorandum of Understanding contributes to Shared Vision 2025 of a Prosperous community by ensuring cost-effective compensation structures for County employees.
|

FISCAL IMPACT:
|
There is no cost associated with this agreement. During the five months of the current fiscal year that these changes will be in effect, the County will realize a savings of approximately $205,802 ($119,835 from the Young Adult Dependant change and $85,967 from the change in providers for our HMO plan). In addition, staff will realize a combined savings of approximately $9,553 through the Aetna to Blue Shield conversion.
