SUBJECT:

San Mateo County Superintendent of School’s Revenue Agreement

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute a Revenue Agreement submitted by the San Mateo County Superintendent of Schools (SMCSS) for the County of San Mateo Probation Department to reimburse salary and benefits for four full time Group Supervisors out-posted at the Community Schools for FY 2009-10, in the amount of $419,751, for the term of July 1, 2009 through June 30, 2010.

 

BACKGROUND:

Since 2007, Probation Department through a Memorandum of Understanding (MOU) provided eight (8) full time Group Supervisor positions at SMCSS’s Community Schools which are located throughout the County. Funding of the positions was shared equally between Probation and SMCSS. Probation staff assisted in the management of student behavioral issues and compliance with probation conditions.

 

Due to staff reassignments the number of Group Supervisors assigned was reduced by four positions.

 

DISCUSSION:

The Agreement for FY 2009-10 will be a very different one in that the County Superintendent is funding 100% of the cost and has submitted a Revenue Agreement that defines the roles and key tasks of Group Supervisors in the schools, outlines the financial and administrative responsibilities of both parties. SMCSS’s Revenue Agreement will reimburse the County for payment of the salary and benefits for four (4) full time Group Supervisors out-posted at their Community Schools. This Revenue Agreement was delayed due to negotiations.

 

County Counsel has reviewed and approved the Board memo, Resolution and the Revenue Agreement as to form.

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Collaborative Community by providing classroom safety in Community Schools and assisting probationers in compliance with the California Education Code 48645.

FISCAL IMPACT:

The term of this Revenue Agreement is July 1, 2009 through June 30, 2010. This Revenue Agreement with SMCSS is to reimburse Probation Department $419,751 for four (4) Group Supervisors out-posted at their Community Schools for FY 2009-10. This revenue has been included in the FY 2009-10 Adopted Budget.
