SUBJECT:

Agreement for 911 Communications Services for the Broadmoor Police District

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board of Supervisors to execute an Agreement between the County of San Mateo and the Broadmoor Police District for Public Safety Communications Services commencing July 1, 2008 through June 30, 2011, in an amount not to exceed $173,000.

 

BACKGROUND:

The Broadmoor Police District has contracted with Public Safety Communications for full-time law enforcement communications/dispatch, 24 hours a day, seven days week since 2001. The Broadmoor Police District requested and approved the continuation of these services for a three-year term terminating June 30, 2011, pursuant to the recommended Agreement recommended herein (“Agreement”).

 

DISCUSSION:

Under this Agreement, reimbursement is provided to the County in the amount of $160,476. The annual cost in FY 07/08, prior to this agreement was $35,478. At the commencement of this contract, Broadmoor approved an equity increase to their service charges, increasing the annual rate to $56,449. This increased reimbursement rate now fully reimburses the County for the cost to provide the service, and was arrived at as a result of a workload analysis conducted by the County in order to ensure full cost recovery was captured. Services provided by the County include: communications/dispatch and on-duty supervisory personnel 24 hours a day, seven days a week; management overhead; and public safety systems oversight and maintenance. The Agreement also includes a small pro rata share of services and supply costs, and provisions for PSC Dispatch Staff to participate in community public education, neighborhood meetings, crime prevention campaigns and ride-alongs with police officers.

The County and District negotiated the terms of this Agreement prior to the expiration of the previous agreement, but certain delays in bringing this Agreement forward resulted in the expiration of the prior agreement. To ensure continuity of safety services, the County has continued to provide service without an agreement in place. Final agreement was reached and approved by Broadmoor’s Police Chief July 1, 2009, but the County did not receive the signed agreement from Broadmoor until November 11, 2009.

County Counsel has reviewed and approved the Agreement as to legal form.

Approval of this Agreement contributes to the Shared Vision 2025 community outcome of Healthy Communities by ensuring that efficient and prompt 911 communications services are rendered to the citizens and visitors of Broadmoor, 24 hours a day, seven days a week.

FISCAL IMPACT:

There is no Net County Cost associated with the requested action. Revenue from this Agreement is accounted for in the Public Safety Communications budget. Revenue for the services under the Agreement include $46,449 for FY 2008-09 (this amount has already been invoiced to and paid by Broadmoor), $56,449 for FY 2009/10, and $56,449, including an increase equal to the Bay Area CPI or negotiated labor COLA, whichever is greater, for FY 2010-11. Total revenue for the three-year term of the Agreement is projected to be $160,476, with the potential for slight variation depending upon the FY 2010-11 CPI/COLA.
