SUBJECT:

Agreement for 911 Communications Services for the City of Millbrae

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board of Supervisors to execute an agreement between the County of San Mateo and the City of Millbrae for public safety communications services commencing October 1, 2009 for a term of two years and eight months through June 30, 2012, with an option to extend for an additional three years, with a total payment not to exceed $701,496.

 

BACKGROUND:

The Millbrae Police Department has contracted with Public Safety Communications for full-time law enforcement communications/dispatch, 24 hours a day, seven days week since 2006. The existing contract expired October 1, 2009. The City of Millbrae has requested and approved the continuation of these services for a two-year, eight month term and may opt for an extension for an additional three years, extending the term to June 30, 2015.

 

DISCUSSION:

Under this agreement, total reimbursement is provided to the County in the amount of $701,496. The typical cost of living increase was not applied to this contract, as it was agreed that consistent with past practice, increases would be the negotiated cost of living for Communications Dispatch Staff. The rate reimbursed in the contract fully reimburses the County for the cost to provide the service. A workload analysis was conducted to ensure full cost recovery was captured. In addition to communications/dispatch services, Public Safety Communications provides supervisory personnel 24 hours a day, seven days a week, management overhead and public safety systems oversight and maintenance. The agreement includes a small pro-rata share of services and supply costs and provisions for PSC Dispatch Staff to participate in community public education, neighborhood meetings, crime prevention campaigns and ride-alongs with police officers.

Timing of local Council Meetings and the return of the approved contract to the County contributed to the delay in getting this contract to the Board of Supervisors. The Millbrae City Council approved this agreement on October 14, 2009.

County Counsel has reviewed and approved the recommended agreement and Resolution as to legal form.

Approval of this agreement contributes to the Shared Vision 2025 community outcome of Healthy Communities by ensuring that efficient and prompt 911 communications services are rendered to the citizens and visitors of Millbrae, 24 hours a day, seven days a week.

FISCAL IMPACT:

Revenue from this agreement is included within the Public Safety Communications FY2009-10 and FY2010-11 budget. The City will pay for services through June 30, 2012, where at that time they may exercise a three-year rollover to the term which would then expire June 30, 2015. Revenue for the two-year, eight month term totals $701,496.
