Hazardous Material Abatement Project at Hillcrest Juvenile Facility (Project No. P7T08)

 

RECOMMENDATION:

Adopt a resolution:

 

1.

Adopting the construction plans, specifications, and conformance with prevailing wage scale requirements for Hazardous Materials Abatement at Hillcrest Juvenile Hall (Project No. P7T08);

 

2.

Authorizing the publication of a notice to contractors twice in a local newspaper; and

 

3.

Authorizing the Director of Public Works to call for sealed bids on Tuesday, January 5, 2010 at 2:30 pm.

 

BACKGROUND:

The San Mateo County Hillcrest Juvenile Facility, consisting of the juvenile hall, courts, and probation department offices, is a complex of buildings constructed between 1947 and 1978. The Hillcrest Juvenile Facility was vacated by the Probation Department in 2006, when the new Youth Services Center (YSC) was opened. As part of the YSC Master Planning process, the Hillcrest Juvenile Facility was evaluated for historic value, and deemed not eligible for inclusion on the National Register of Historic Places. Currently, the Hillcrest facility is no longer in use, and was designated for deconstruction and demolition as part of the YSC Master Plan.

 

DISCUSSION:

According to the YSC Master Plan, the Hillcrest Juvenile Facility site is designated for future group homes and as a receiving location for excess material from the berm located above the YSC. In order to clear the site and make it available for these uses, the existing Hillcrest Juvenile Facility must be deconstructed and demolished. Due to its age, the Hillcrest Juvenile Facility contains significant asbestos and other hazardous materials. These materials must be removed and disposed of separately, prior to deconstruction and demolition, in order to contain them and prevent their dispersal throughout the environment. The abatement of these materials is scheduled to begin in February of 2010, with an expected duration of 12 weeks.

 

The resolution has been approved as to form by County Counsel.

 

Approval of this action contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by deconstructing the Hillcrest Juvenile Facility in an environmentally responsible and appropriate manner.

 

FISCAL IMPACT:

The estimated cost of this project is $600,000. This project will be financed through dedicated lease revenue bonds for the Youth Services Campus master project. These funds are administered by California Financial Services, and there are sufficient bond funds available to complete the project.
