BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION AUTHORIZING: (A) WAIVER OF THE REQUEST FOR PROPOSAL (RFP) PROCESS; (B) THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH FRESH LIFELINES FOR YOUTH (FLY) TO PROVIDE LEGAL EDUCATION, MENTORING AND LEADERSHIP TRAINING TO YOUTH IN SAN MATEO COUNTY TO REDUCE JUVENILE CRIME AND INCARCERATION, FOR THE TERM JULY 1, 2009 TO JUNE 30, 2010, IN THE AMOUNT OF $112,000; AND THE CHIEF OF PROBATION OR HIS DESIGNEE IS AUTHORIZED TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement with FLY for the purpose of providing legal education, mentoring and leadership training to youth in San Mateo County to reduce juvenile crime and incarceration; and

 

WHEREAS, the Board has determined that it is in the County’s best interest to waive the RFP process because FLY has services in place that have proven to be effective at decreasing the possibility of new offenses, and increasing attendance at school and employment; and

 

WHEREAS, the term of this Agreement is July 1, 2009 through June 30, 2010 with a total obligation not to exceed $112,000; and

WHEREAS, this Board has been presented with the form of this Agreement and has examined and approved it as to both form and content and desires to enter into said Agreement.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

A. The Request for Proposal process is waived; and

B. The President of this Board of Supervisors be, and is hereby, authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C. The Chief of Probation or his designee is authorized to execute contract amendments which modify the county’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
