RECOMMENDATIONS:

Adopt a resolution:

 

A)

Accepting a grant from the Bureau of Justice Assistance, U.S. Department of Justice, through the “Second Chance Act, Prisoner Reentry Initiative,” Public Law 110-99 for FY 2009-10, in the amount of $677,674;

   

B)

Authorizing the County Manager to execute the grant documents and any Amendments.

 

BACKGROUND:

In April 2008, your Board’s Criminal Justice Committee approved the initiation of a reentry planning process to identify policy, financing, programmatic and accountability recommendations to enhance the successful transition of the jail inmate population to the community to reduce recidivism. The Reentry Steering and Planning Committees, made up of a diverse group of stakeholders, using a data-driven process developed the Community Reentry Strategic Plan.

 

Within the Strategic Plan is a recommendation to create a Reentry Coordinator position. This position will work with all reentry partners to align systems to deliver effective reentry services, resolve barriers to successful reentry, support the sharing of information and resources, and strive to continuously improve the reentry system.

 

At the June budget hearings, your Board approved $350,000 to be used for the reentry initiative. Additionally, in April 2009, the County applied for grant funding under the Bureau of Justice Assistance (BJA), Second Chance Act, Prisoner Reentry Initiative. On October 1, 2009, the County was notified that it was one of only 15 agencies, nationwide, to receive grant funding. The total amount awarded to the County is $677,674.

 

DISCUSSION:

A Management Analyst II-unclassified position will serve as the Countywide Reentry Coordinator. An existing vacant position in the County Manager’s Office budget will be used for this function. Grant funds will be used to fully offset these costs. Grant funds also will be used to offset the cost of seven contracts in the Health System and one in the Probation Department to provide substance abuse treatment, job training, reentry case management and transitional housing.

 

The acceptance of this grant and reentry coordinator position contributes to the Shared Vision 2025 outcome of a Healthy Community by ensuring that a continuum of care exists so that formerly incarcerated individuals can transition successfully from jail to their community.

FISCAL IMPACT:

The total grant amount is $677,674. The County Manager’s FY 2009-10 adopted budget includes $350,000 in appropriation for the reentry initiative, which is the required match to the federal funding. There is no new Net County Cost.
