December 2009 Update on American Recovery and Reinvestment Act of 2009

 

RECOMMENDATION:

Accept this monthly report on the American Recovery and Reinvestment Act of 2009.

 

BACKGROUND:

The federal economic stimulus package—titled the American Recovery and Reinvestment Act of 2009 (ARRA)—commits a total of $787 billion to stimulate the national economy.

 

DISCUSSION:

This is the sixth monthly update.

 

Recovery activities in November included:

Receipt of a $1.4 million cash advance from the state for TANF Emergency Contingency Fund for basic assistance, non-recurrent short-term benefits, and subsidized employment including $850,000 in gift cards distributed to over 3,000 San Mateo County families for food and other needs;

Award of $668,221 (over three years) for the newly created Evidence-Based Probation Supervision Program (EBPSP), part of the “California Community Corrections Performance Incentives Act of 2009;”

Expansion funds of $180,182, through the Community Health Center Services-Increased Demand Services (IDS) to meet the dental needs of homeless children and adults provided care to 35 homeless patients (12 children and 23 adults) through the SMC Medical Center dental clinic;

Submission of a $794,000 proposal to the California State Energy Program (SEP), part of a larger ABAG led effort to secure $10 million for a regional residential assistance program in all nine Bay Area counties.

FISCAL IMPACT:

The County anticipates receiving an estimated $47.10 million in federal stimulus funds. In FY 2008-09, $4.42 million was awarded to the County; $10.86 million has been awarded in FY 2009-10 with an outstanding balance of approximately $31.82 million. A total of 28 jobs have been saved or created with federal stimulus funding in the County to-date. Over 3,000 clients have been served.

Resolution opposing the suspension of the U.S. Census Bureau’s Partner Support Program

 

RECOMMENDATION:

Adopt a resolution opposing the suspension of the U.S. Census Bureau’s Partner Support Program.

 

BACKGROUND:

The U.S. Census Bureau created the Partner Support Program (formerly the In-Kind program in 2000), to provide funding to Census partners to conduct outreach to hard-to-count population groups. The PSP allocates up to $2,999 for product-based requests or $2,499 for service-based requests. In October 2009, the PSP program was suspended due to a lack of funding.

 

DISCUSSION:

The U.S. Census Bureau has provided no funding for outreach efforts in 2010. The PSP provides critical support to local organizations tasked with reaching out to hard-to-count populations. The suspension of the PSP strains the County’ outreach budget and stands to undermine the census effort in the County.

C.

Resolution in support of the Midcoast Park Lands (MPL) funding request

 

RECOMMENDATION:

Adopt a resolution in support of the Midcoast Park Lands’ federal and state funding request to U.S. Congresswoman Anna Eshoo, State Senator Leland Yee and Assembly member Jerry Hill to complete 400 feet of the California Coastal Trail at Surfers Beach.

 

BACKGROUND:

Surfers Beach, adjacent to Highway 1 south of Pilar Point Harbor, is a very popular local and visitor destination with steep and slippery beach access. Between the highway and beach runs a narrow unimproved 400-foot section of the California Costal Trail. This popular route is heavily used by a mixed flow of pedestrians and cyclists attempting to traverse the trail directly adjacent to the busy highway.

 

Two trail studies completed in 2009 brought clear attention to the severe problems of this 400-foot section, but neither was linked to a funding source. Completing this section would provide safer beach access.

 

DISCUSSION:

The San Mateo County Parks Department is coordinating trails and beach access, with the City of Half Moon Bay and Caltrans who have jurisdiction over the surrounding area. These agencies acknowledge the need to address the problem trail section, but have no funding or prospects for funding. San Mateo County Parks’ estimate the trail improvements are $500,000.

 

Midcoast Park Lands (MPL), a Midcoast non-profit organization, works to support parklands. MPL, working through the County’s Parks Department, has sought the assistance of members of the County’s federal and state delegation to identify funds that can be available next spring to address this problem and benefit the entire Half Moon Bay coast.
