SUBJECT:

Agreement with California Department of Public Health for Center for Disease Control, Public Health Emergency Response H1N1 Phase III

 

RECOMMENDATION:

1) Adopt a Resolution authorizing the President of the Board to execute Agreement EPO P3-41 with the California Department of Public Health for the Health System to provide public health emergency preparedness services for the period of July 31, 2009 through July 30, 2010, in the amount of $1,184,499; and

 

2) Approve an Appropriation Transfer Request recognizing unanticipated revenue in the amount of $1,085,790 and increasing appropriations in Public Health Bioterrorism Programs for FY 2009-10.

 

BACKGROUND:

In September 2009 the California Department of Public Health (CDPH) awarded the Health System grants for H1N1 planning and response activities. On November 10, 2009, your Board adopted a resolution authorizing the execution of an agreement with the CDPH in the amount of $2,037,681, for the Health System to provide public health emergency preparedness services for the period of July 1, 2009 through August 9, 2010; and approved an Appropriation Transfer Request (ATR) recognizing unanticipated revenue and increasing appropriations in the amount of $710,010. This Agreement is the third phase of the grant series, and is intended to provide funds to the County to continue the H1N1 planning and response activities and remedy any operational gaps identified during the Spring 2009 H1N1 outbreak.

 

The Health System has and will continue consulting and coordinating with the County Office of Emergency Services (OES) regarding the activities associated with this Agreement. OES staff members also participate on the Health System’s Disaster Response and Coordinating Committee.

 

DISCUSSION:

The identified focus area activities of the CDPH H1N1 Phase III grant are planning vaccination clinics, recruiting vaccinators, training vaccination administration, administering vaccine, monitoring the implementation of community mitigation efforts, updating and redesigning the Public Health website to provide timely H1N1 information to the community, providing epidemiological surveillance, and increasing the Public Health Laboratory’s surge capacity.

 

This Agreement includes $1,085,790 in unanticipated revenue. The purpose of such revenue is to prepare and implement the County’s response to the H1N1 pandemic.

 

The work required by the terms of the Agreement has been undertaken by the Health System on written assurance and direction of California Department of Public Health.

 

County Counsel has reviewed the Agreement and Resolution.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing funds to continue to plan for public health emergency preparedness and other emerging public health threats to San Mateo County. It is anticipated that by the end of FY 2009-10, 25% of Health System managers will have participated in the Federal Emergency Management Agency emergency management Incident Command Structure courses.

FISCAL IMPACT:

The term of the Agreement is July 31, 2009 through July 30, 2010, and the maximum amount of funding is $1,184,499. The total amount of State and federal assistance for preparedness and readiness projects for the current fiscal year from this and the prior grant is $3,182,006; $2,096,216 is included in the Community Health FY 2009-10 Adopted Budget as amended per the ATR approved November 10, 2009. There is an ATR accompanying this Agreement for the difference of $1,085,790. There is no Net County Cost required with this Agreement; however, Net County Cost for the programs funded by this Agreement and the prior grant is $88,000. As required in the terms of the Agreement, all funds received will be placed in the Local Public Health Preparedness Trust Fund that was established for this purpose.
