Agreement with the City and County of San Francisco

 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an Agreement with the City and County of San Francisco for funding to provide primary health care, case management and support services to individuals with HIV/AIDS for the period of March 1, 2009 through February 28, 2010, in the amount of $2,069,926; and

 

2)

Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

The Ryan White Comprehensive AIDS Resources Emergency Act of 1990 (CARE) provides funding to eligible metropolitan areas that are disproportionately affected by HIV/AIDS. CARE funds come to the San Mateo County STD/HIV Program (SMCSP) through an Agreement with the City and County of San Francisco (CCSF). The amount of funding SMCSP receives each year is determined by the number of persons with HIV/AIDS living in San Mateo County.

 

DISCUSSION:

CARE Act funding is utilized to provide HIV/AIDS clients with a continuum of medical and support services. Funds pay for an interdisciplinary staff providing primary medical care and medical case management at the Edison Clinic. Other support services, including dental care, housing assistance, food services, mental health services, substance abuse treatment, medical specialty services, dietitian services, medical transcription, attendant care, and basic client care are provided by contractors. Due to the uncertainty and lateness of the authorization of the State budget, CCSF did not send the Agreement to our office until the beginning of November 2009. The work required by the terms of the Agreement has been undertaken by the Health System on written assurance and direction of CCSF.

 

The Agreement and Resolution have been reviewed and approved by County Counsel.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing a continuum of medical and support services to San Mateo County residents affected by HIV/AIDS. It is anticipated that 97% of clients will report improved nutrition due to the receipt of food services.

FISCAL IMPACT:

The term of the Agreement is March 1, 2009 through February 28, 2010. The maximum amount of funding for the Agreement is $2,069,926, of which $689,975 was included in the Public Health FY 2008-09 Adopted Budget, and $1,379,951 is included in the Public Health FY 2009-10 Adopted Budget. CARE requires a Maintenance of Effort of $439,996, which has been met by the allocated Net County Cost for the STD/HIV Program.
