SUBJECT:

Agreement with the City of Redwood City for Community-based Alcohol and Other Drug Prevention Services

 

RECOMMENDATION:

Adopt a Resolution:

    1) Authorizing the President of the Board to execute an Agreement with the City of Redwood City, fiscal agent for Redwood City 2020, to provide alcohol and drug prevention services for the term of November 3, 2009 through June 30, 2011, for a maximum obligation of $275,000; and

 

2) Authorizing the Chief of the Health System or designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In November 2006 your Board approved the Alcohol and Other Drug (AOD) Strategic Plan, Strategic Directions 2010. To implement the prevention strategies and services outlined in this Strategic Plan and the Roadmap for Alcohol, Tobacco, and Other Drug Prevention, a Request For Proposals (RFP) process was initiated in April 2007. The RFP called for either prevention planning, or implementation proposals focusing on specific geographic areas of the County to implement and sustain effective alcohol and other drug prevention efforts. A total of 14 proposals were received. The review committee recommended funding lead/fiscal agencies in four communities and recommended that AOD work with key partners in three additional communities in order to develop community-based partnerships for AOD prevention planning. These three communities are Redwood City, San Mateo, and the Bayshore and Crocker neighborhoods of Daly City. On September 18, 2008, the County Manager approved an Agreement with Redwood City 2020 to support local alcohol and other drug prevention planning processes in Redwood City. Redwood City 2020 worked in close collaboration with City, the local school district, law enforcement, County and local health and human services providers, youth, and others to successfully complete the planning phase. They have submitted a comprehensive Redwood City implementation work plan to AOD for approval.

 

The comprehensive Redwood City implementation plan included a recommendation for the City of Redwood City to be the fiscal agency for a community collaborative implementation effort. Negotiations for the deliverables of this Agreement were concluded on August 24, 2009. In order to take advantage of the momentum generated through the progress of the prevention partnership, the Director of Behavioral Health and Recovery Services (BHRS) approved a start-up Agreement with the City of Redwood City for term of September 10, 2009 through October 31, 2009, for a maximum obligation of $25,000.

 

This Agreement has been delayed pending approval by the City Council of Redwood City, which was provided on November 10, 2009.

 

DISCUSSION:

This Agreement with the City of Redwood City is for the provision of alcohol and drug use prevention services. The services, which are based upon the recommendation of the implementation work plan, include community capacity building, community education and awareness, asset building strategies for youth and families, and environmental prevention efforts in the Redwood City area. The services in this Agreement are based on the community needs assessment and reflect the community’s priorities.

 

The Agreement and Resolution have been reviewed and approved by County Counsel. The Agreement has been reviewed and approved by Risk Management. The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing a range of services to promote wellness and recovery, address alcohol and other drug-related problems, and to support clients to maintain abstinence and sobriety.  It is anticipated that 75% of participants served through this Agreement will agree, or strongly agree that the community-based partnership is effective.

FISCAL IMPACT:

The term of this Agreement is November 3, 2009 through June 30, 2011. The maximum obligation is $275,000. For FY 2009-10 the budgeted maximum is $125,000, which is provided by the State Net Negotiated Amount Agreement (NNA) allocation and the AOD Prevention Trust Fund. These funds are included in the BHRS FY 2009-10 Adopted Budget. There is no Net County Cost. Similar arrangements will be made for FY 2010-11.
