Authorizing execution of an Agreement with Service League in the amount of $117,000 for the Renovation of the Hope House for Women Activity room for the term of December 1, 2009 through June 30, 2010

 

RECOMMENDATION:

Adopt a Resolution:

 

    1. Authorizing execution of an Agreement with Service League in the amount of $117,000 for the Renovation of the Hope House for Women Activity room for the term of December 1, 2009 through June 30, 2010; and

 

    2. Authorizing the Director of the Department of Housing or the Director’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

The Department of Housing (DOH) receives an annual allocation from U.S. Housing and Urban Development (HUD) to fund programs and projects in various categories including Housing Development, Housing Rehabilitation Programs, Public Facility Rehabilitation and Public Services. On March 17, 2009, DOH released a Notice of Funding Availability (NOFA) for Housing Development Off-Cycle Reserve Funds.

 

The Service League of San Mateo County currently operates a non–profit 180–day residential treatment program for women who are ex-offenders referred by the County Women’s Correctional Center. Once the women successfully complete a 180-day residential treatment program, they are moved into a transitional housing program, HOPE House for Women. The residents of HOPE House for Women are required to be employed or attending school, and to meet other program requirements such as being involved in recovery-based community activities.

 

DISCUSSION:

Service League submitted an application under the FY2009-10 NOFA in the Housing Development category in the amount of $117,000 dollars to renovate and increase capacity at the current transitional Housing location. Service League is looking to expand the current 2 bedroom, 1 bath site to become a 3 bedroom, 2 bath transitional housing site with additional common rooms/areas. This expansion would be a renovation to include site preparation and demolition, excavation, concrete/masonry work, framing, ironwork, roofing, rough plumbing, heating and ventilation work, electrical work, wall/ceiling finish, painting, landscaping and installation of interior and exterior trim, windows, siding, insulation, doors, cabinetry, tile/glass, countertop, appliances and flooring.

 

The application was recommended for funding to the Board of Supervisors after a process that included review of applications by DOH staff and recommendations from both DOH staff and the Housing and Community Development Committee (HCDC), a Board-appointed advisory committee.

 

The project has received an authorization to proceed after a HUD- required environmental assessment. County Counsel has reviewed and approved the Resolution and Agreement as to form. Risk Management has reviewed and approved the insurance coverage provided by the Contractor. The term of this agreement is December 1, 2009 through June 30, 2010.

 

The contractor has assured compliance with the County’s Contractor Employee Jury service ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

Approval of this Agreement contributes to the Shared Vision 2025 outcome of a livable community by addressing health and safety hazards including, but not limited to, improving handicap accessibility, addressing housing code deficiencies and rehabilitating existing housing stock in San Mateo County.

FISCAL IMPACT:

The total County obligation under this Agreement is $117,000, which is funded in full by Economic Development Initiative (EDI) funds. This contract amount is included in the Department of Housing Budget for FY 2009-10. There is no Net County Cost.
