First Amendment to the Grant Agreement with the San Mateo County Superintendent of Schools

 

RECOMMENDATION:

Adopt Resolution:

(A)

Authorizing the President of the Board to execute a First Amendment to the Grant Agreement with the San Mateo County Superintendent of Schools (County Superintendent) to provide after-school academic program grants. The term is extended by 12 months to September 1, 2007 through December 31, 2010, increasing the amount by $300,000 to $900,000. This is 100% Net County Cost.

Authorizing the Director of the Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

BACKGROUND:

On September 16, 2008, the Board of Supervisors adopted Resolution Number 069689 authorizing the execution of an Agreement with County Superintendent for the amount of $600,000 for the purpose of providing after school academic program grants to local school districts in San Mateo County.

 

The homework center services have been expanded in a pilot program through a collaborative effort between the County Homework Centers, Redwood City School District and non-profit after school providers. Students have access to after-school programs in engineering, software programming, critical thinking, hands-on science and math exploration.

 
 
 

DISCUSSION:

This First Amendment adds $300,000 to fund after school academic program grants for 2010 and extends the term by 12 months to December 31, 2010. The additional funding will provide after school homework tutoring centers in 65 elementary or middle schools and serve approximately 5,000 students. The County-allocated funds require a 40% match from the schools.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved this Agreement and Resolution as to form and Risk Management has approved the Contractor’s insurance for this Agreement. The County Manager has approved a waiver to extend the Agreement and Resolution beyond three years.

 

Approval of this Agreement contributes to Shared Vision 2025 outcome of a Prosperous Community by the increasing math and English scores for students with below basic skills in elementary and middle school to narrow the 30-40% achievement gap between ethnic groups. The homework centers continue to assist approximately 5000 students with improving their math and English skills.

FISCAL IMPACT:

The amount of this Agreement is increased by $300,000 for a total obligation of $900,000. The term is extended by 12 months to September 1, 2007 through December 31, 2010. Funding is included in the FY 2009-10 Adopted Budget and is 100% Net County Cost.
