SUBJECT:

Amendment No. 2 to the Agreement with SysApproach, Inc.

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute Amendment No. 2 to the Agreement with SysApproach, Inc. for consulting services, increasing the amount of the Agreement by up to $176,000, for a new total maximum fiscal obligation of no more than $414,400, and extending the term end date to December 31, 2010.

 

BACKGROUND:

In September 2008, the County Manager approved an Agreement with SysApproach, Inc., for $88,400 to provide senior-level Database Administration (DBA) expertise. An RFP waiver was requested and approved by the County Manager when ISD could not source a qualified and cost-effective senior-level DBA through the County’s IT contingency staffing contracts. In March 2009, your Board approved Amendment No. 1 for the assigned Contractor, Mr. Sanchez, to assist ISD’s Data Architecture Group (DAG) in migrating disparate databases into a consolidated database. Mr. Sanchez has demonstrated expertise in both Oracle and SQL Server database administration running on Mid-Range, Linux and Windows platforms. His work when assisting the Human Services Agency and the Criminal Justice community to migrate database platforms has provided DAG staff members an opportunity to gain knowledge related to disparate database environments.

 

DISCUSSION:

Where possible the County is consolidating database environments to reduce operating costs and increase utilization of common infrastructure. With the increase of applications and the need to reduce costs (software and hardware) there has been an increase in demand for DBA staff in excess of ISD’s in-house DBA staff. At this time we are not certain whether this high level of demand will continue so are hesitant to hire new staff. Mr. Sanchez has experience implementing Oracle and SQL Server virtual general use (shared) environments that allow multiple database schemas to run on consolidated hardware, and this expertise is of the kind that will be needed.

DAG staff will collaborate with Mr. Sanchez during this database consolidation work to ensure knowledge transfer allowing County staff to be self-supporting going forward.

 

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. Risk Management has reviewed and approved Contractor’s insurance and County Counsel has reviewed and approved these documents as to form.

 

This contract supports the Shared Vision 2025 Collaborative Community goal by reducing the County’s fiscal obligation in both database software licensure and hardware maintenance through consolidation and allowing applications to be delivered in a more “green” environment.

FISCAL IMPACT:

The new term of this amended Agreement is from September 3, 2008, to December 31, 2010. The new total maximum fiscal obligation under this Agreement is $414,400 and funded entirely through service charges. Funds are included in ISD’s Adopted FY 2009-10 Budget and will be included in the FY 2010-2011 Recommended Budget.
