SUBJECT:

Amendment to Agreement for County-wide Space Utilization and Master Planning Services

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an amendment to the agreement with Hellmuth, Obata & Kassabaum, Inc. for County-wide Space Utilization and Master Planning Services to provide additional planning services for the San Mateo County Master Plan, increasing the County’s maximum fiscal obligation by $80,500, from $439,000 to $519,500.

 

BACKGROUND:

On August 25, 2009 the Board adopted Resolution 070359 authorizing an agreement with Hellmuth, Obata & Kassabaum, Inc. (HOK) for $439,000 to conduct Countywide Space Utilization and Master Planning services.

 

DISCUSSION:

HOK has been selected as the County’s Master Plan Architect through a competitive qualifications process, and is in the midst of working with all County departments for property profiling and space optimization.

 

Upon the recommendation of County Manager’s Office and Sheriff’s Office, the Department of Public Works (Department) requests approval to amend the agreement with HOK to include evaluation of site selection, building massing, and budget estimates related to the proposed new jail. Impacts to parking, day care, county office space and the long-term growth strategy of the County Government Center will also be considered.

 

The Sheriff’s Office has expressed an urgency to finalize the proposed new jail site selection by March 2010, therefore the Department recommends an amendment to the Agreement with HOK as a cost effective means to meet this deadline.

 

County Counsel has reviewed and approved the Resolution and Amendment as to form.

 

The amendment to the agreement contributes to the Shared Vision 2025 outcome of a Collaborative Community by retaining HOK to evaluate and develop the proposed new Jail planning solutions, which will result in the development of a long-term growth strategy at the County Government Center.

 

FISCAL IMPACT:

The estimated additional cost of the project is $80,500 will be funded through the General Fund through the Emergent Special Jobs Fund.
