RESOLUTION: 1) WAIVING THE REQUEST FOR PROPOSALS REQUIREMENT FOR RE-ENTRY CASE MANAGEMENT/PEER MENTORING SERVICES; AND 2) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE A FIRST AMENDMENT TO THE AGREEMENT WITH THE SERVICE LEAGUE OF SAN MATEO COUNTY, TO INCORPORATE A RE-ENTRY SYSTEM TO REDUCE RECIDIVISM AMONG COUNTY JAIL INMATES, INCREASING THE MAXIMUM OBLIGATION BY $488,700, FOR A NEW MAXIMUM OF $5,091,734, WITH NO CHANGE TO THE AGREEMENT TERM OF JULY 1, 2009 THROUGH JUNE 30, 2011

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, Ordinance Code Section 2.83.170 authorizes the Board of Supervisors to waive the Request for Proposals process in any situation where the Board of Supervisors determines that the best interest of the County could be served without the necessity of proposals; and

WHEREAS, this Board has been asked to waive the Request for Proposals process in order for Behavioral Health and Recovery Services to contract with the Service League of San Mateo County for Re-entry Case Management/Peer Mentoring Services; and

WHEREAS, on June 9, 2009, the parties hereto under Resolution 070158 entered into an Agreement (the “Original Agreement”), for the furnishing of alcohol and drug services by Contractor to County as set forth in that Agreement; and

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance a First Amendment to the Agreement, reference to which is hereby made for further particulars, whereby Service League of San Mateo County shall provide Re-entry Case Management/Peer Mentoring Services; and

WHEREAS, this First Amendment increases the Agreement’s maximum obligation amount by $488,700 to a new maximum obligation of $5,091,734, with no change to the Agreement term of July 1, 2009 through June 30, 2011; and

WHEREAS, this Board has determined that it is in the best interest of the County to waive the Request for Proposals process for the selection of a provider of re-entry case management/peer mentoring services.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the County Request for Proposals requirement for the Re-entry Case Management/Peer Mentoring Services is hereby waived.

BE IT FURTHER RESOLVED that the President of this Board of Supervisors be and is hereby authorized and directed to execute said Amendment for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto.
