RESOLUTION: (A) WAIVING OF THE REQUEST FOR PROPOSAL (RFP) PROCESS; (B) AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE AN AGREEMENT WITH YOUTH AND FAMILY ENRICHMENT SERVICES (YFES) TO PROVIDE MENTAL HEALTH SERVICES TO GIRLS AT THE MARGARET J. KEMP CAMP AND IN THE GIRLS AFTERCARE PROGRAM FOR FY 2009-10, FOR THE TERM JULY 1, 2009 TO JUNE 30, 2010, IN THE AMOUNT OF $250,000; AND C) AUTHOIZING THE CHIEF OF PROBATION OR HIS DESIGNEE IS AUTHORIZED TO EXECUTE CONTRACT AMENDMENTS WHICH MODIFY THE COUNTY’S MAXIMUM FISCAL OBLIGATION BY NO MORE THAN $25,000 (IN AGGREGATE), AND/OR MODIFY THE CONTRACT TERM AND/OR SERVICES SO LONG AS THE MODIFIED TERM OR SERVICES IS/ARE WITHIN THE CURRENT OR REVISED FISCAL PROVISIONS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, there has been presented to this Board of Supervisors for its consideration and acceptance an Agreement with YFES for the purpose of providing mental health services to girls at the Margaret J. Kemp Camp and in the GIRLS aftercare program for FY 2009-10; and

WHEREAS, the Board has determined that it is in the County’s best interest to waive the RFP process because YFES was the specified provider for the mental health services under a previous grant from the Center for Substance Abuse Treatment (CSAT) grant and Probation will be conducting an RFP for FY 10-11 services; and

WHEREAS, the term of this Agreement is July 1, 2009 through June 30, 2010 with a total obligation not to exceed $250,000; and

WHEREAS, this Board has been presented with the form of this Agreement and has examined and approved it as to both form and content and desires to enter into said Agreement.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

A. The Request for Proposal process is waived; and

B. The President of this Board of Supervisors be, and is hereby, authorized and directed to execute said Agreement for and on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President’s signature thereto; and

C. The Chief of Probation or his designee is authorized to execute contract amendments which modify the county’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.
