Second Amendment to the Agreement with Full Capacity Marketing, Inc. to provide social marketing services

 

RECOMMENDATION:

Adopt a Resolution:

 

A) Authorizing the President of the Board to execute a Second Amendment to the Agreement with Full Capacity Marketing, Inc. to provide social marketing services. The term remains the same, September 24, 2009 to September 30, 2010, and the amount is increased by $115,000 to a total amount of $214,800, of which $3,750 is Net County Cost; and

B) Authorizing the Director of Human Services Agency or the Director's designee to execute contract amendments which modify the County's maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

BACKGROUND:

In a series of meetings to discuss implementation of the American Recovery and Reinvestment Act of 2009 (ARRA) programs and services, the Human Services Agency (HSA) determined the need for targeted communications since the target populations are unlikely to be aware of services provided by HSA. A communications plan was developed and approved by the HSA Executive Team on August 11, 2009.

 

DISCUSSION:

The Contractor currently provides services to HSA for communication, outreach, education and marketing materials about the availability of Employment Services for ARRA projects.

This Amendment will allow the Contractor to provide additional social marketing services including graphic and website design, event planning and media production for ARRA related services.

The Contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits. County Counsel has reviewed and approved the Amendment and Resolution as to form. Risk Management has approved the Contractor’s insurance for this Agreement.

Approval of this Amendment contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing social marketing services to promote ARRA programs and services that HSA provides, which will stimulate the economy by providing information to community members about employment and services that can lead to self-sufficiency. It is anticipated that the 2,000 website visits and 130,000 impressions will lead to increased services provided by HSA to help the economy recover.

FISCAL IMPACT:

The amount of the Agreement is increased by $115,000 for a total obligation of $214,800 and the term remains September 24, 2009 through September 30, 2010. Of the amended amount, $40,000 is funded by WIA ARRA, which is 100% federally reimbursable, and $75,000 is funded through TANF ARRA, of which $45,000 is federally reimbursable with a match of 20%.  Of the 20% match, $11,250 is funded by CalWORKs and $3,750 is Net County Cost.  Appropriations are included in the FY 2009-10 Adopted Budget and will be included in the FY 2010-11 Recommended Budget.
