On behalf of the County and local disparate jurisdictions, the Sheriff’s Office applied for and received funding in the amount of $214,021 for the federal FY 2009-10 Edward Byrne Justice Assistance Grants (JAG) Program. The JAG Program, which is provided by the U.S. Department of Justice, Bureau of Justice Assistance, is the primary provider of federal criminal justice funding to state and local jurisdictions. Established to streamline justice funding, the JAG Program allows local government to support a broad range of activities to prevent and control crime based on their own local needs and conditions. The funding period for this grant is October 1, 2008 to September 30, 2012. To meet grantor requirements, a members memo was issued to the Board of Supervisors on July 9, 2009 for review of the joint grant application. The County’s share of JAG funding is $45,068.

JAG funding is allocated by a formula based on population, certain types of crimes reported and disparate certification. A “disparate allocation” occurs when a city or municipality is scheduled to receive one and one-half times (150 percent) more funding than a qualifying county with concurrent jurisdiction, or if multiple cities receive four times (400 percent) more funding than a qualifying county with concurrent jurisdiction, while that county bears more than 50 percent of the costs associated with prosecution or incarceration of the municipality’s Part 1 violent crimes. The County of San Mateo, Cities of Daly City, East Palo Alto, Redwood City, San Bruno, San Mateo, and South San Francisco are certified as disparate jurisdictions. Jurisdictions certified as disparate must identify a fiscal agent and that fiscal agent has to submit a joint application for the total eligible allocation with a Memorandum of Understanding. The County and Cities have agreed that the San Mateo County Sheriff’s Office be the fiscal agent, and that 10% of each jurisdiction’s allocated amount as administrative fee.
Of this grant amount, $45,068 will be paid to the County to be used to administer the grant and purchase Orator Plus, which is a multi-media presentation system that will greatly enhance the County’s ability to provide quality assistance to the agencies served by the County and will ensure that the County is better prepared for an emergency.
