Appointment to Midcoast Community Council

 

RECOMMENDATION:

It is recommended that David Hankin be appointed to the Midcoast Community Council (MCC). David Hankin is recommended to one of the two vacant Member positions that end on November 30th, 2013, specifically the vacancy remaining from the appointment-in-lieu of election that was submitted to the Board of Supervisors on December 1st by the Chief Elections Officer of San Mateo County.

 

BACKGROUND:

The Midcoast Community Council was created by Resolution 55042, adopted May 21, 1991. It has seven members elected at large from the Midcoast geographic area. The purpose of the council is to advise the Board of Supervisors on matters including, but not limited to, public health, safety, welfare, public works and planning which effect the Midcoast.

 

DISCUSSION:

The Board of Supervisors has the role of making appointments to fill seats opened through resignation on the Midcoast Community Council. The opening on the Midcoast Community Council being filled by this appointment was created when only three candidates qualified for the ballot for the election November 3rd, 2009. There were four at-large seats up for election.

 

As in previous cases, the Board of Supervisors has relied on the Midcoast Community Council to review all applications to make a recommendation for the Board’s consideration.

 

The Midcoast Community Council has vetted the applicants and recommends David Hankin for appointment. David has worked as a volunteer naturalist at Fitzgerald Marine Reserve. He has indicated a desire to ensure that regulation guidelines are applied fairly and consistently in unincorporated areas of San Mateo County, and a desire to ensure that the views and needs of residents of unincorporated areas of San Mateo County are represented to and recognized by the County’s Board of Supervisors.
