The RCD is a non-regulatory public benefit district that helps people protect, conserve, and restore natural resources through information, education, and technical assistance programs.

The duties of the district are to use very diverse means to further resource conservation in the district. They act as a focal point for local conservation efforts to collaborate with land owners and managers, technical advisors, area jurisdictions, government agencies, and others to protect, conserve and restore natural resources. The district provides services in four programs areas: (1) conservation and watershed planning, (2) conservation project implementation, (3) education, and (4) permitting.
