Agreement with Mills Peninsula Health Services African American Community Health Advisory Committee (AACHAC)

 

RECOMMENDATION:

Adopt a Resolution:

1.) Waiving the Request for Proposals process; and

2.) Authorizing the President of the Board to execute an Agreement with Mills Peninsula Health Services African American Community Health Advisory Committee for the term January 1, 2010 through December 31, 2011, for a maximum obligation of $101,500.

 

BACKGROUND:

The African American Community Health Advisory Council (AACHAC) is comprised of residents of San Mateo County dedicated to addressing issues of community health. Towards this goal, they create awareness of the major health concerns and issues affecting African Americans in San Mateo County. Since 2008 the San Mateo County Health System and Human Services Agencies have contracted with AACHAC for services to support youth development and community outreach regarding food stamp eligibility, health services, and preventive health measures. Coordinated and trained by AACHAC, youth ministries and church liaisons work to identify the highest priority health needs and develop health education, health screenings, and events to address these needs among eligible populations.

 

DISCUSSION:

In San Mateo County, as in most of the country, African Americans experience a higher burden of chronic and preventable diseases. Sixteen percent report having diabetes, 20% have asthma and 63% have been told by a doctor that they have high blood pressure. Addressing the disparity in African Americans’ proportion of the population and disease prevalence is a shared priority for the Health System and AACHAC. AACHAC is well established to address African American community health by delivering health education, outreach, and preventive care services through health ministries and community-based events. In addition, their youth ministries engage youth in addressing unhealthy environments and building more healthful environments with a long-term focus on addressing health disparities.

This Agreement has been delayed for your Board’s approval due to coordination required to establish multi-year contract deliverables in this service delivery area. Therefore, this Agreement will not be executed on its start date of January 1, 2010.

The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

Approval of this Resolution and Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by enabling Health Policy and Planning and the San Mateo County Human Services Agency to ensure all residents the opportunity to live long and healthy lives by reducing health disparities and increasing food security. The number of community members engaged in addressing high priority health issues is an indicator of individuals taking action to improve their community.

The Resolution and Agreement have been reviewed and approved by County Counsel and Risk Management.

FISCAL IMPACT:

The term of this Agreement is January 1, 2010 through December 31, 2011. The Agreement maximum obligation is $101,500. The Health Policy and Planning maximum for services for the period January 1, 2010 to December 31, 2010 is $42,457; the Health Policy and Planning maximum for services for the period January 1, 2011 to December 31, 2011 is $42,457. The Health Policy and Planning two year amount of $84,914 is all Net County Cost. The Human Services Agency maximum for services for the period January 1, 2010 to December 31, 2010 is $8,293; the maximum for services for the period January 1, 2011 to December 31, 2011 is $8,293. The Human Services Agency amount of $16,586 is provided by State Food Stamp Eligibility Funding. Funds to pay for these services are included in the Health System and Human Services Agency FY 2009-10 Adopted Budgets and will be included in the FY 2010-11 Recommended Budget.
