Amendment to Agreement with Edgewood Center for Children and Families for Full Service Partnership Services

 

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute an Amendment to the Agreement with Edgewood Center for Children and Families for comprehensive Full Service Partnership services to add integrated Full Service Partnership services and increase the maximum obligation by $3,142,684, to a new maximum of $12,396,148, with no change to the term of July 1, 2009 to June 30, 2012.

 

BACKGROUND:

The cornerstone of the County’s Mental Health Services Act (MHSA) Community Services and Supports (CSS) plan is the implementation of Full Service Partnership (FSP) services. FSP programs are defined to include services to program enrollees and their families, including mental health services and other supports, and 24/7 response capability. Behavioral Health & Recovery Services (BHRS) has received MHSA expansion funds which are being used, in part, to fund additional ‘integrated’ FSP services. These new FSP services will be for clients who are currently receiving clinical mental health services through the County, to provide additional support services in order to maintain these enrollees in their current respective placements.

 

In May of 2009 BHRS released an RFP to select providers of both comprehensive and integrated FSP services for children, youth and transition-age youth (TAY). Integrated FSP services include services to clients already receiving primary mental health services in the following three areas: 1) County school-based services; 2) County clinic-based services; and 3) out-of-County foster care placements. Edgewood submitted proposals for both comprehensive FSP services, and integrated FSP services for clients in school-based and clinic-based services. On September 29th your Board approved an Agreement with Edgewood for comprehensive FSP services for the term of July 1, 2009 through June 30, 2012. BHRS has a separate Agreement with Edgewood for child abuse treatment, school-based mental health services and mental health services provided through the Mental Health Plan.

 

DISCUSSION:

This Amendment to the Agreement with Edgewood is for the provision of integrated FSP services to support and extend the clinical work for child and youth clients receiving services in outpatient clinics and County school-based programs. The focus of these services is to increase school success, stability, and to maintain clients’ placements in their respective communities. Services are open to all at-risk clients; however, they are specifically targeted to clients among underserved Asian/Pacific Islander, Latino and African American populations. Edgewood also runs a drop-in center for transition-age youth and administers non-FSP flexible funds, which are available to meet a variety of client needs. The start date for integrated FSP services is February 1, 2010.

 

The Amendment to the Agreement has been reviewed and approved by Risk Management and the Amendment to the Agreement and the Resolution have been reviewed and approved by County Counsel. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The Amendment to the Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing FSP services for children, youth and TAY. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of integrated FSP services for children, youth and TAY is one established level of care. The services provided through this amended Agreement contribute to this measure. It is anticipated that seventy-five percent (75%) of clients who receive integrated FSP services through this amended Agreement will be maintained at their current or lower level of care.

FISCAL IMPACT:

The term of the amended Agreement remains July 1, 2009 through June 30, 2012. The maximum obligation for this Agreement is being increased by $3,142,684 to a new maximum of $12,396,148. The increase for FY 2009-10 is $549,744, which is included in the BHRS Adopted FY 2009-10 Budget. Of that amount $207,894 will be from MHSA funds; $252,000 will be funded by SB 163, while Federal Medi-Cal will fund $89,850. There is no Net County Cost. Similar arrangements will be made for FY 2010-11 and FY 2011-12.
