Amendment to the Agreement with Fred Finch Youth Center

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an Amendment to the Agreement with Fred Finch Youth Center for the provision of Full Service Partnership services, increasing the maximum obligation by $161,075 to a new maximum of $1,346,108, with no change to the Agreement term of July 1, 2009 through June 30, 2010.

 

BACKGROUND:

Behavioral Health and Recovery Services (BHRS) has contracted with Fred Finch Youth Center for Crisis In-Home Stabilization Program services and Therapeutic Behavioral Services (TBS) since 1999. In 2003 this contractor began to provide Day Treatment services for one San Mateo County youth placed by the Golden Gate Regional Center. In 2007 this provider began to provide mental health services for foster youth placed out-of-county under its Visiting Therapist Program. On September 29, 2009, your Board approved an Agreement for these services for the term of July 1, 2009 through June 30, 2010, for a maximum obligation of $1,185,033.

 

BHRS has received MHSA expansion funds which are being used, in part, to fund additional ‘integrated’ Full Service Partnership (FSP) program services. These new FSP services will be for clients who are currently receiving clinical mental health services through the County, to provide additional support services in order to maintain these enrollees in their current respective placements, or to expand services that are currently in place. In May of 2009 BHRS released a Request for Proposals (RFP) for the selection of providers of FSP Program services for children and youth placed in out-of-County settings. Fred Finch submitted a proposal for the provision of Integrated FSP services for children and youth placed in these settings. Following review, their proposal was selected for provision of these services.

 

DISCUSSION:

The Agreement with Fred Finch is being amended to add the provision of FSP services for children and youth placed in out-of-County foster care settings. These new services will begin on February 1, 2010. The Visiting Therapist Program services will be replaced with this expanded program. Clients who are receiving Visiting Therapist services will be enrolled in the FSP program, and will have no interruption in the provision of services. Services will be provided to up to 20 (twenty) clients and their families. Services will be available seven days per week, 24 hours per day to at-risk SED youth, with a goal of maintaining youth in their respective placements, and, where appropriate, to facilitate reinstatement with their natural families.

 

The Amendment has been reviewed and approved by Risk Management and the Amendment and Resolution have been approved by County Counsel. The contractor has assured compliance with the County's Contractor Employee Jury Service Ordinance, as well as all other contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination and equal benefits.

 

The amended Agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health services to children and families. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. The provision of intensive mental health services for youth is one established level of care. The services provided through this Agreement contribute to this measure. It is anticipated that seventy-five percent (75%) of clients who receive services through this Agreement will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of the amended Agreement remains July 1, 2009 through June 30, 2010. The Agreement maximum obligation is being increased by $161,075 to a new maximum of $1,346,108. Of the increase, $44,970 will be funded by federal Medi-Cal, SB 163 funds will provide $16,105, and Mental Health Services Act funds will cover $100,000, which includes the required match for Medi-Cal. There is no Net County Cost. Funds for these services have been included in the BHRS Adopted FY 2009-10 Budget.
