TO:

Honorable Board of Supervisors

FROM:

Duane Bay, Director

SUBJECT:

Appointment to the Housing and Community Development Committee

RECOMMENDATION:

Approve the appointment of Denis O’Sullivan to the Housing and Community Development Committee (HCDC), as the Commission on Aging representative through December 31, 2014.

BACKGROUND:

HCDC provides a forum for public comment on affordable housing and community development needs and priorities, and formulates recommendations on related expenditures.

Members are appointed by the Board of Supervisors (BOS) representing a variety of agencies and members-at-large. One of the agencies represented on the HCDC is the Commission on Aging (CoA). The CoA has a strong interest in the activities of the Housing and Community Development Committee (HCDC). The Commission's previous representative, Jerry McCarthy, resigned from the HCDC in May 2007. The CoA has nominated their current chair, Denis O’Sullivan, as a replacement.

DISCUSSION:

Denis is knowledgeable about senior housing and related issues in San Mateo County. For several years, he served as the Co-Chair of the Joint Housing Committee for the Commission on Aging and Commission on Disabilities. During that time, the committee produced and distributed a Housing Resource Directory for consumers, worked on the communication for Section 8 Housing, and developed and distributed an Affordable and Accessible Housing Checklist. In addition Denis is a former member of the Board of Directors, HIP Housing.

I believe Denis’ participation would be an asset to HCDC as well as the Commission.

Approval of this appointment contributes to the Shared Vision 2025 outcome of a livable community by addressing health and safety hazards including, but not limited to, improving handicap accessibility, addressing housing code deficiencies and rehabilitating existing housing stock in San Mateo County.

FISCAL IMPACT:

There is no Net County Cost.
