Approve an Appropriation Transfer Request in the Amount of $504,496 for Funding of the Bill and Jean Lane Education Center Capital Improvement Project at Edgewood Park and Natural Preserve

 

RECOMMENDATION:

Approve an Appropriation Transfer Request in the amount of $504,496 from the Parks Dedication Trust Fund 04074/5858 to Department of Public Works Capital Projects 86130/7211 for funding of the Bill and Jean Lane Education Center Capital Improvement Project at Edgewood Park and Natural Preserve.

 

BACKGROUND:

The Bill and Jean Lane Education Center at Edgewood County Park and Natural Preserve (Education Center) is a project on the Capital Improvement Project listing. The total amount of construction costs for this project is $1,367,350 and the balance of unpaid Department of Public Works fees is $28,537. Funds in the amount of $826,391 have been appropriated by the Department of Public Works and funds in the amount of $65,000 from an Energy Efficiency Community Block Grant (EECBG) are pending for this project. The balance of $504,496 is being transferred from the Parks Dedication Trust Fund to fully fund this project. Funds from the Parks Dedication Trust Fund can only be used for the acquisition of new park lands or the development of existing park lands.

 

DISCUSSION:

This Appropriation Transfer Request will authorize the transfer of funds from the Parks Dedication Trust Fund to the Capital Improvement Project budget to fully fund the construction costs and the balance of the unpaid Department of Public Works fees to complete the Education Center. If the EECBG funds are not approved, the Parks Department will provide the balance of $65,000 from the Parks Dedication Trust Fund as a separate transaction. There are adequate funds available in the Parks Dedication Trust Fund for these transactions.

The funding transfer to build the Education Center contributes to the Shared Vision 2025 for an Environmentally Conscious Community as the Education Center will provide environmental stewardship education now and in the future.

 

County Counsel has reviewed the memo and ATR as to form.

There is no fiscal impact for this transaction or project.
