RECOMMENDATION:
|
Approve an Appropriation Transfer Request (ATR) transferring $68,289 from unanticipated revenue to Services and Supplies to provide appropriation from which to pay TRA Environmental Sciences, Inc. to prepare the Supplemental Environmental Impact Report (EIR) for the Edgewood Canyon Estates Subdivision

BACKGROUND:
|
In 1992, an EIR was prepared and certified for the Edgewood Canyon Estates property in association with a proposed six-lot subdivision of a 12.9 acre parcel and included approximately 19,000 cubic yards of grading. The subdivision was approved and all documents were recorded, but the development of the subdivision never commenced.

DISCUSSION:
|
The property was subsequently sold to a new owner who has submitted a proposal to amend the recorded map by reducing the lots from six to two and introducing an additional 65,000 cubic yards of grading activity. Therefore, the certified EIR requires that an addendum be prepared to address the modified project and update the applicable sections of the original EIR.

Request for proposal letters were sent to 15 qualified consultants, of which three responded and were evaluated for their understanding of the proposed project, previous experience working within San Mateo County, and overall grasp of the California Environmental Quality Act requirements. TRA Environmental Sciences, Inc. submitted the lowest price for the project and was selected as the most suitably qualified firm to perform the work.

The proposed ATR contributes to the 2025 Shared Vision outcome of a Livable Community by funding a contract that will provide sufficient information about potential impacts of this revised subdivision project upon which to make an informed decision regarding this land use request.

FISCAL IMPACT:
|
The contract cost of $68,289 is being paid for by the developer, Edgewood Canyon Partners, LLC. There is no net County cost.
