SUBJECT:

On-Call Engineering Professional Services for Public Works’ Projects with Creegan + D’Angelo

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board of Supervisors to execute an agreement for a maximum amount of $200,000 with Creegan + D’Angelo for On-Call Engineering Professional Services effective January 26, 2010 to January 25, 2013.

 

BACKGROUND:

On April 28, 2009, your Board adopted Resolution No. 070063, which authorized the President of the Board of Supervisors to execute agreements with consulting firms for On-Call Engineering Professional Services.

 

DISCUSSION:

Proposals were solicited from engineering firms with expertise in specific categories, as outlined in Exhibit A, by direct mail, through advertising in the newspapers, and posting information to the Department of Public Works’ (Department) website. The Department reviewed proposals submitted by thirty (30) firms. Resolution No. 070063 authorized execution of agreements with eight (8) of those firms. The Department is recommending that an additional firm, Creegan + D’Angelo (Consultant), be retained to provide on-call professional engineering services for Category 1 (Flood Control and Drainage System Study and Design) on an as-needed basis. The consulting agreement is for a maximum amount of $200,000.

 

It is anticipated that an additional number of drainage studies and drainage improvement projects may need to be performed within the next three years. Specific studies and projects were outlined in a report prepared by the MidCoast Stormwater Drainage Committee, which was approved on June 9, 2009 by your Board by Resolution No. 070184. The Department is recommending that the proposed agreement be executed to help facilitate completion of the studies and projects outlined in the report.

 

By executing an agreement, the Department will have the ability to utilize the Consultant’s expertise in analyzing and designing flood control and drainage related projects, which includes completing tasks, such as preliminary studies, alternative design studies, specific designs, environmental assessment, and permitting.

 

The Department will issue Task Orders including the scope of work and a not-to-exceed amount to the Consultant. The not-to-exceed amount for the individual Task Orders will vary; however, the cumulative sum of the Task Orders will not exceed the maximum amount of the Agreement. Any increase above the limit of the Agreement would be brought back to your Board for approval.

 

The term for this Agreement will be for three (3) years, from January 26, 2010 through January 25, 2013.

 

The resolution and the agreement have been approved as to form by County Counsel.

 

Executing an On-Call Engineering Professional Services Contract contributes to Shared Vision 2025 outcome of an Environmentally Conscious Community by having a consultant available to work on flood control and drainage issues that affect residents in the County.

FISCAL IMPACT:

This On-Call Engineering Service Agreement has a Not-to-Exceed amount of $200,000 and will be paid by the Road Fund.

 

There is no impact to the General Fund.
