Remodel of the Nevin Health Center in Daly City

 

RECOMMENDATION:

Approve an Appropriation Transfer Request (ATR) to provide an appropriation of $221,915 in the Capital Project Budget Unit Fixed Assets category from the San Mateo Medical Center Fixed Assets category to reimburse the Department of Public Works for additional costs related to the remodel of the Nevin Health Center in Daly City.

 

BACKGROUND:

The initial scope of work for the remodeling project involved reprogramming space on the third floor of the Nevin Health Center to support relocation of the WIC Program from the ground floor of the San Mateo Medical Center (SMMC) Clinic to allow expansion of the SMMC Clinic. The additional specialized exam rooms are to accommodate the increasing population of developmentally disabled residents in North County. During the design phase of the project, it was also determined to be in the best interest of the County to further increase the number of exam rooms on the first floor of the SMMC Clinic thus expanding the scope of renovation.

 

DISCUSSION:

The change in scope will allow the consolidation of the clinic from South San Francisco to Daly City into more modern and efficient space, achieve operating efficiencies, and provide as many or more appointments to patients. In addition, it would allow SMMC to apply for a higher reimbursement rate through the Federally Qualified Health Center (FQHC) program. This option was discussed with your Board’s Housing, Health and Human Services Committee in December as one of the areas being investigated for Health Redesign.

 

The ATR is required to establish an appropriation in the Capital Projects Budget Unit to reimburse the Department of Public Works for additional expenditures related to the remodel of the SMMC Clinic in the Nevin Health Center.

 

This action contributes to the Shared Vision 2025 outcome of a Healthy Community by remodeling the Nevin Health Center thus increasing the available exam rooms in North County and improving the efficiency of operations of SMMC in North County. It allows SMMC to be more responsive to the increasing number of San Mateo County residents seeking services.

 

FISCAL IMPACT:

This action will transfer an appropriation of $221,915 in the Capital Project Budget Unit Fixed Assets category from the San Mateo Medical Center Fixed Assets category. That amount is included in the San Mateo Medical Center FY 2009-10 Adopted Budget. There is no impact to the County General Fund.
