SUBJECT:

Amendment One to the Agreement with the City and County of San Francisco for the Distribution of Additional FY 08 Bay Area Urban Area Security Initiative (UASI) Regional funds to the County of San Mateo.

 

RECOMMENDATION:

Adopt a Resolution:

1.

Authorizing the President of the Board of Supervisors to execute Amendment One to the Agreement with the City and County of San Francisco for distribution of additional FY 08 Bay Area Urban Area Security Initiative (UASI) Grant funding in the amount of $833,667 to the County of San Mateo;

2.

Authorizing the Sheriff or Sheriff’s designee(s) to sign Appendix B, grant assurances; and

3.

Authorizing the Sheriff in his capacity as OES Area Coordinator to execute amendments and minor modifications to this agreement not to exceed $25,000; and/or to modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

   

BACKGROUND:

The Urban Area Security Initiative (UASI) is a Federal Department of Homeland Security grant that provides resources for the unique equipment, training, planning, and exercise needs to 35 selected national high threat urban areas. The Bay Area UASI is one of the 35 national urban areas and one of the six identified in California.

The Bay Area UASI serves a population of 7 million and is comprised of three core cities; San Francisco, Oakland, and San Jose, 10 Bay Area counties and over 100 incorporated cities. The geographical area covered by this region equates to approximately 8,800 square miles. The 2008 award to this area is $29 million dollars. The County of San Mateo has previously received Federal Department of Homeland Security grant funds through the Bay Area UASI. The City and County of San Francisco serves as the lead agency and contracts with the recipient agencies for distribution of the funds. The County has entered into agreements with the City and County of San Francisco for the past five years in order to receive Urban Area Security Initiative (UASI) funding.

The 2008 UASI concept is a continuation of the FY 2007 UASI funding intended to build greater regional capabilities across a larger geographical area. Funding is based on evaluated risk and need. This is accomplished through the submission of regional investment justifications that address specific needs to meet the target capabilities outlined in the National Preparedness Goals.

 

DISCUSSION:

Additional funds are being distributed by the Bay Area Urban Area Security Initiative (UASI) for the Interoperability Communications Project to expand and integrate regional standards-based voice and radio systems. The funding for this project will continue to provide San Mateo County with funds for equipment towards the upgrade of San Mateo’s Interoperable Communications Solution. The additional funds will be used to build a simulcast radio site that will expand 700 MHz radio coverage along the US 101 corridor. In addition $67,000 has been added to planning for the Information Sharing System. A contractor will be hired for the integration and completion of the South Bay Information Sharing Project into the West Bay Node.

Amendment One to the Agreement with the City and County of San Francisco increases the amount by $833,667 from $354,962 to $1,188,629.

County Counsel has reviewed and approved the Resolution and Amendment as to form. Risk Management has reviewed the Contractor’s insurance certificate to ensure requirements are met. Information Services Department (ISD) has reviewed the Interoperability project has presented.

Approval of this (amendment) contributes to the Shared Vision 2025 outcome of a Collaborative Community by the collaboration of agencies within the County giving both regional and local law enforcement agencies the ability to share information in real time and communicate across borders to ensure that the public’s safety as well as that of first responders is met in a responsible and timely manner.

FISCAL IMPACT:

The additional UASI funding in the amount of $833,667 has been included in the Sheriff’s Office FY 2009-10 Budget.
