ACTING AS THE GOVERNING BOARD OF THE SAN MATEO COUNTY FLOOD CONTROL DISTRICT

    RESOLUTION AUTHORIZING REIMBURSEMENT OF COSTS INCURRED BY THE CITY OF SOUTH SAN FRANCISCO IN CONNECTION WITH THE INSTALLATION AND RENTAL OF STEEL SHEET PILES ON NORTH CANAL STREET TO PROTECT ITS ROADWAY AND SANITARY SEWER FACILITIES, IN AN AMOUNT NOT TO EXCEED A TOTAL OF ONE HUNDRED THIRTY THOUSAND DOLLARS ($130,000)

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, acting as the governing board of the San Mateo County Flood Control District (District), that

 

WHEREAS, the District has constructed several improvement projects for the Colma Creek Flood Control Zone over the past decades; and

 

WHEREAS, the integrity of a portion of the improvements constructed in 1979 have been undermined by recent wall movement. Emergency and repair work previously authorized by the Board (Resolution Nos. 069270 and 069729) was performed in 2008 to protect the channel, adjacent roadways and sewer facilities; and

 

WHEREAS, the City of South San Francisco (City) has had additional work performed to install and rent steel sheet piles to protect the roadway and provide support to the soil surrounding their large diameter sanitary sewer pipe in North Canal Street, which carries approximately 25% of all sewage from the City to its treatment plant; and

 

WHEREAS, the City has incurred $59,063.00 in costs for the initial installation of the steel sheet piles and sheet pile rental fees for a period of thirteen (13) months from May 2008 to May 2009; and

 

WHEREAS, the Colma Creek Flood Control Zone Citizen’s Advisory Committee (Advisory Committee) members unanimously approved using District funds to reimburse the City for the costs they have incurred to protect their roadway and sanitary sewer facilities at the Advisory Committee meeting on March 10, 2009 in an amount not to exceed $130,000; and

 

WHEREAS, based on the current conditions, it is not anticipated that reimbursements beyond the costs incurred by the City to date will be made. However, authorizing a reimbursement amount not to exceed $130,000 is consistent with the recommendation of the Advisory Committee and allows for future reimbursements to be made to the City should additional ground movement occur that affects the City’s facilities prior to construction of the permanent repair and during the design and environmental permitting process; and

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

 

    Acting as the governing board of the District, this Board does hereby authorize the disbursement of District funds to reimburse the costs incurred by the City of South San Francisco in connection with the installation and rental of steel sheet piles on North Canal Street to protect its roadway and sanitary sewer facilities in an amount not to exceed a total of One Hundred Thirty Thousand Dollars ($130,000).
