TO:

Honorable Board of Supervisors

FROM:

Robert J. Foucrault, Coroner

SUBJECT:

Acceptance of a $5,000 Donation from the Sammut Family Foundation and approval of Appropriation Transfer Request.

RECOMMENDATION:

    A) Adopt a Resolution accepting a donation to the County of San Mateo Coroner’s Office Save-A-Life Program in the amount of $5,000.00 from the Sammut Family Foundation.

    B) Approve an Appropriation Transfer Request to transfer the donation of $5000.00 from Gifts and Donations to the Coroner’s Office Save A Life (Special Department Expense) account.

BACKGROUND:

In 2008, the San Mateo County Coroner’s Office began preliminary investigation and subsequent plans to begin a program in conjunction with the San Mateo County Juvenile Court. The Save-A-Life Program is a progressive and innovative step toward addressing the reduction and prevention of reckless and violent behavior of juveniles in San Mateo County, including the use and abuse of alcohol and other drugs. The Save-A-Life Program is a collaboration between the Juvenile Court, the Probation Department, schools, and parents in order to develop, implement and coordinate a program that address the needs of youth.

DISCUSSION:

The Sammut Family Foundation has donated $5,000.00 to the San Mateo County Coroner’s Office Save-A-Life Program to be used for start-up costs associated with program development and initial computer costs, printing costs and distribution of program literature; meeting facilitation with San Mateo County criminal justice partners to explain the program and its benefits; creation and evaluation of a pilot program in early 2010 on a select group of youth referred by the Juvenile Court; and community outreach detailing the program and the benefits we hope to realize for youth that have exhibited reckless or violent behavior.

County Council has reviewed and approved this memo as to format.

Approval of this donation contributes to the Shared Vision 2025 outcome of a Collaborative Community by assisting the Juvenile Court and the Probation Department in teaching at-risk youth the devastating and potential life ending results of reckless and/or violent behavior. The program will include a “Contract for Change” that will assist participants in making meaningful positive changes in their behavior or lifestyle.

FISCAL IMPACT:

There is no net County Cost associated with accepting this donation.
