Recommended Revision to the Salary Ordinance

 

RECOMMENDATION:

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

BACKGROUND:

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make adjustments to department staffing configurations.

 

DISCUSSION:

The salary ordinance changes herein represent the:

salary adjustment of one position;

addition of four positions;

reclassification of one position;

conversion of one position to unclassified;

salary adjustment of one position; and

conversion of two unclassified positions to classified status as required by Measure D.

 

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

 

These changes contribute to the Shared Vision 2025 outcome of a Prosperous Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.

 

The specific actions are discussed in detail below.

 

ORGANIZATION 12000 COUNTY MANAGER’S OFFICE

 

Action A:

Add: Two positions of B126S, Management Analyst Series - Unclassified
Biweekly Salary: $2,800.80 – $3,500.80
Approximate Monthly Salary: $6,069.00 – $7,586.00

 

Explanation:

This is the addition of two Management Analyst Series – Unclassified positions. One position will provide management support to the County’s Residential Energy Assistance Program (REAP) and act as liaison between the Program, participating cities and the community. The second position will provide management support to the Community Reentry Strategic Plan, working with all reentry partners to align systems to deliver effective reentry services, resolve barriers to successful reentry, support the sharing of information and resources, and strive to continuously improve the reentry system. These positions will be funded by American Recovery and Reinvestment Act (ARRA) funds under the Energy Efficiency and Conservation Block Grant, and a United States Bureau of Justice (BJA) grant, respectively. This action represents a monthly salary and benefits cost of $21,544, which will be offset by the ARRA and BJA grants. The total number of authorized positions is increased by two positions.

   

Action B:

Add: Two positions of D062, Communications Program Services Manager
Biweekly Salary: $3,243.20 – $4,053.60
Approximate Monthly Salary: $7,028.00 – $8,784.00

   

Explanation:

This is the addition of two Communications Program Services Manager positions, based on an organizational study conducted in 2007. These positions will be filled through a promotional recruitment and vacated positions will eventually be deleted. This action represents a monthly salary and benefits cost of $24,946. The total number of authorized positions is increased by two positions.

   

Action C:

Add: 10% to the base pay, in addition to all other compensation, of the Director of Agricultural Services.

   

Explanation:

This is the addition of 5% to the base pay for the Director of Agricultural Services position. The adjustment will align the classification’s salary with comparable positions in comparable jurisdictions. This action represents a monthly salary and benefits cost of $1,068. There is no change in the total number of authorized positions.

   

ORGANIZATION 13000 ASSESSOR-CLERK-RECORDER

 

Action A:

Convert: One position of B271, Program Services Manager II -Unclassified
Biweekly Salary: $3,243.20 – $4,053.60
Approximate Monthly Salary: $7,028.00 – $8,784.00

   
 

To: One position of D088, Program Services Manager II

 

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

Convert: One position of D095, Deputy Assessor-Clerk-Recorder
Biweekly Salary: $4,345.60 – $5,432.00
Approximate Monthly Salary: $9,416.00 – $11,770.00

Explanation:

This is the conversion of one vacant Deputy Assessor-Clerk-Recorder to unclassified status. This conversion will assist with the overall strategic effectiveness of the department. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

   

ORGANIZATION 14000 CONTROLLER’S OFFICE

 

Action:

Reclassify: One position of E007, Senior Accountant
Biweekly Salary: $2,706.40 – $3,383.20
Approximate Monthly Salary: $5,864.00 – $7,331.00

Explanation:

This is the reclassification of one vacant Senior Accountant position to Senior Property Tax Specialist position. This new classification of Senior Tax Specialist best represents the duties and responsibilities of this position. This action represents no change in the monthly salary and benefits cost. There is no change in the total number of authorized positions.

 

ORGANIZATION 62000 COMMUNITY HEALTH

 

Action A:

Convert: One position of B096S, Biologist/Standards Specialist Series - Unclassified
Biweekly Salary: $2,376.00 – $2,970.40
Approximate Monthly Salary: $5,148.00 – $6,436.00

Explanation:

This is the conversion of one position from unclassified status to classified status. ORGANIZATION 66000 SAN MATEO MEDICAL CENTER

 

Action:

Change: The hourly rate of pay for the classification of F155, Laboratory Assistant I (Extra Help) from hourly rate of $8.66 – $10.82 to hourly rate of $17.05 – $21.32.

   

Explanation:

This is the hourly rate adjustment for the Laboratory Assistant I (Extra Help) classification. This adjustment will align the salary with comparable positions in similar jurisdictions. This action represents a monthly salary and benefits cost of $2,494 based on full-time work. There is no change in the total number of authorized positions.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $50,052.00 or an estimated annual cost of $600,624.00.
